A meeting of the High-Powered Works Purchase Committee (HPWPC) was held on Saturday at Haryana Niwas under the chairmanship of Haryana Chief Minister Nayab Singh Saini. During the meeting, proposals related to key infrastructure and development projects of various departments were deliberated upon, and important decisions regarding the procurement of services and works were taken.
A total of 58 tenders with an estimated cost of approximately ₹4,216 crore were considered during the meeting. Of these, it was decided to re-tender two projects. For the remaining 56 tenders, with an estimated cost of around ₹4,166 crore, detailed negotiations were held with the bidders, following which the total agreed value of works was finalized at approximately ₹4,016 crore. Through this negotiation process, an estimated saving of about ₹150 crore was achieved, thereby strengthening the State Government’s financial management, transparency and efficient utilization of resources.
To strengthen the power distribution sector, proposals submitted under the Revamped Reforms-based and Results-linked Distribution Sector Scheme (RDSS) were approved. Under this scheme, approval was granted for awarding works to firms and agencies that have completed the tender process for distribution infrastructure development, reduction of line losses, establishment of new 33 kV substations, and expansion and strengthening of existing substations in various areas of Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam.
Under Dakshin Haryana Bijli Vitran Nigam, works related to distribution infrastructure development and substation strengthening were approved for the Dabwali, Narwana, Sohna, Sirsa, Gurugram-II, Fatehabad, Hisar, Narnaul and Rewari areas.
Similarly, under Uttar Haryana Bijli Vitran Nigam, works related to strengthening of the distribution system and expansion of substations were approved in various areas of the Panchkula, Pinjore, Barwala, Raipur Rani, Panipat, Karnal, Samalkha and Rohtak zones. The proposal related to the implementation of SCADA and DMS/OMS systems in Gurugram was also approved in the meeting.
Regarding another agenda item, it was decided to re-tender the works related to the strengthening and modernization of 11 kV urban and industrial feeders connected to 66 kV substations in Faridabad and Gurugram under the RDSS scheme.
In addition, several other important projects related to urban development and basic infrastructure were approved. These include the four-laning and improvement of remaining stretches of master roads between Sectors 5/6, 6/9 and 5/10 under the Sonipat Metropolitan Development Authority; construction of a new high-level bridge near the existing bridge close to Panchkula Golf Club on the road connecting Sector-3 and Sector-21 with Sector-23 and Sector-25 over the Ghaggar river in Panchkula (on EPC mode); beautification and rejuvenation of two water channels passing through the city under the Panchkula Metropolitan Development Authority along with commercial and recreational development of surrounding areas; and construction of modern hostel buildings for working women in Sector-78, Faridabad and Sector-9, Gurugram, including civil, electrical, plumbing, fire-fighting, fire alarm, CCTV, HVAC, lift, horticulture and other allied works, along with maintenance for a specified period.
Besides this, the proposal related to the completion of the remaining works of the convention centre building at the Board of School Education complex in Bhiwani was also approved.
Chief Minister Saini directed the officers to ensure that all approved works are completed with the highest quality standards, full transparency and within stipulated timelines. He emphasized that special attention should be given to achieving maximum quality at minimum cost and that sustainable, durable and low-maintenance construction materials should be used in all projects.
