The “Professional Skill and Capacity Development in Plumbing Trade” initiative, operationally known as “Pipeline to Possibilities”, supported under the Corporate Social Responsibility (CSR) initiative of Numaligarh Refinery Limited (NRL), has successfully concluded in Majuli, Assam. The programme was conceived and implemented by the Media Management Group for Literacy and Development (MMGLD) as the lead implementation partner, in collaboration with Government Industrial Training Institute (ITI) Majuli as the institutional and logistics partner, and Social Economic and Versatile Welfare Association (SEVWA) as the training partner. Designed as a six-month pilot initiative, the programme focused on equipping youth from across Assam with specialised technical skills in gas plumbing through a structured combination of classroom instruction, practical training, and supervised on-the-job exposure aligned with industry requirements. Over 60 trainees from 9 districts across Assam including Majuli, successfully completed the programme across two structured cohorts.
AN INITIATIVE ANCHORED IN REGIONAL DEVELOPMENT
“Pipeline to Possibilities” represents a key component of MMGLD’s broader commitment to advancing human capital development in the North East. Designed as a strategic response to the gap between the skills young people and jobseekers possess, and what industry demands, the programme brought together structured classroom learning, continuous competency assessment, and supervised on-the-job training within real operational environments. By aligning training delivery with industry practices and emerging infrastructure needs, the project seeks to establish a model that not only equips youth with technical skills but also strengthens their readiness to transition into professional roles. The programme was made possible through the generous support of Numaligarh Refinery Limited (nrl.co.in) under its CSR mandate. NRL’s commitment reflects its continued investment in and support of sustainable development and livelihood creation.
THE COMPREHENSIVE TRAINING MODEL COMBINING TECHNICAL INSTRUCTION AND INDUSTRY-EXPOSURE
The programme was delivered in two integrated phases:
Phase 1: Classroom and Practical Training Trainees underwent intensive classroom instruction as well as hands-on technical training at ITI Majuli. The curriculum covered essential gas plumbing competencies, including pipe measurement, cutting, threading, bending, installation techniques, safety procedures, tool handling, and an understanding of gas distribution systems. The training emphasised ‘learning by doing’, with a strong focus on practical application. Continuous assessments ensured that trainees developed both technical proficiency and conceptual clarity, while structured mentoring strengthened their professional discipline, confidence, and workplace readiness.
Phase 2: Structured On-the-Job Training and Industry Immersion A defining feature of the programme was the inclusion of structured on-the-job training (OJT) conducted at active industry sites across 5 districts of Assam, facilitated with the support of Assam Gas Company Limited. The OJT phase allowed trainees to develop familiarity with workplace protocols, safety standards, and operational workflows, bridging the critical gap between institutional training and employment readiness.
STRONG OUTCOMES AND ENCOURAGING TRAINEE PROGRESS
By the conclusion of the programme, trainees demonstrated measurable progress in technical competency, confidence, and professional conduct. Feedback from trainees and institutional stakeholders reflects the programme’s effectiveness in building both technical skills and broader employability readiness. The structured combination of classroom training and industry immersion has contributed to preparing participants for promising potential roles in the city gas distribution sector. Final assessment results reflected a strong overall performance, with approximately 90 per cent of trainees achieving scores within the A and A+ bands (attaining above 83 per cent marks) and 50 per cent achieving an A+ grade (attaining above 91.5 per cent marks), indicating a high level of conceptual understanding as well as practical proficiency across core skill areas.
COLLABORATIVE EFFORT REFLECTING SHARED COMMITMENT
The successful implementation of “Pipeline to Possibilities” reflects the strength of collaborative partnerships across multiple institutions. Numaligarh Refinery Limited’s CSR support made the initiative possible, reflecting its leadership in fostering sustainable livelihood opportunities and strengthening community development. MMGLD, as the conceptual and principal implementation partner, led programme design, coordination, and execution, ensuring alignment between training delivery, industry engagement, and programme objectives. Government ITI Majuli played a critical role in hosting the programme, providing institutional infrastructure and logistical support essential for training delivery. SEVWA as the technical training organisation responsible for delivering specialised instruction, practical demonstrations, and hands-on skill development in gas plumbing. Industry participation, including support from Assam Gas Company Limited and other stakeholders, further strengthened the programme’s real-world relevance.
ESTABLISHING A REPLICABLE MODEL FOR REGIONAL SKILL DEVELOPMENT
The successful completion of “Pipeline to Possibilities” establishes a strong foundation for future skill development initiatives aligned with infrastructure growth in Assam and the wider North East region. The programme’s structured design, combining technical instruction, competency assessment, and industry immersion, offers a scalable and replicable model that can be adapted to other trades and geographies. Through its work bridging training institutions and industry environments, MMGLD has shown that it is possible to cultivate a sustainable pipeline of skilled, job-ready professionals from the region’s youth.
