Vijender Gupta, Speaker of the Delhi Assembly, announced on Friday that the Delhi Legislative Assembly would undergo a comprehensive infrastructural overhaul, based on recommendations in a report submitted by the Indira Gandhi National Centre for the Arts (IGNCA).
“The report outlines a clear roadmap for upgrading the library’s infrastructure, resources, and digital services,” Gupta said. The upgrade aims to create an efficient, inclusive, and digitally empowered knowledge ecosystem for both legislators and the public, according to an official statement.
The report recommends a wide range of reforms—spanning human resources, infrastructure, and digital enhancements including the recruitment of additional staff and a revision of the pay scale within three months. It also proposes collaborations with institutions such as the Parliament Library.
IGNCA’s findings further call for full-scale renovation of the library space, featuring modern furniture, compact shelving, museum-style displays, and termite treatment, all to be coordinated through the Power and Works Department.
Proposed technological improvements include the launch of a Library Portal and a digital repository. “By joining the Developing Library Network (DELNET) and subscribing to digital platforms like PressReader and Magzter, the upgraded legislative library will offer online access to key resources,” the report stated.
Gupta emphasized that the digitization initiative would focus on preserving archival documents through Optical Character Recognition (OCR) technology. According to official sources, there are also plans to collaborate with the British Library to acquire rare materials and strengthen the Assembly’s resource base.
A Project Monitoring Committee will oversee the implementation, supported by dedicated budget allocations.
The official document describes this as a landmark initiative, marking a transformative step in the Delhi Legislative Assembly’s evolution into a research-oriented, digitally advanced, and knowledge-rich institution. It aligns with the national Digital India vision by promoting transparent governance, digital inclusion, and broader public access to legislative resources and heritage.
