Delhi Chief Minister Rekha Gupta on Monday announced the approval of the Delhi School Education (Fee Determination and Transparency Regulation) Act, 2025.
The government, she said, has officially notified the law after Lieutenant Governor Vinay Kumar Saxena has given his assent.
Rekha Gupta emphasised that the Act prioritises the voices of parents, giving them a significant role in fee-related decisions while protecting students from exploitation.
The law ensures that schools remain focused on delivering quality education rather than treating education as a commercial transaction, she added.
The chief minister noted that the “historic” Bill was passed by the Delhi Legislative Assembly on August 8 marking a victory for millions of parents who have long faced arbitrary fee hikes by private schools. “For years, parents and students struggled with unpredictable and excessive fee increases. This Act establishes a strong, transparent, and participatory system for school fee regulation,” she added.
The landmark legislation, she said, aims to curb the commercialization of education and ensure transparency, accountability, and fairness in school fee determination. It introduces several important measures to ensure fair and transparent school fee regulation, and now the private schools will no longer be allowed to charge beyond the approved fees, preventing arbitrary hikes.
Each school will have a fee regulation committee comprising parents, teachers, management, women, and members from marginalized groups to ensure inclusive participation in fee related decisions.
According to the CM, complaints and disputes will be addressed promptly through district-level grievance redressal mechanisms under senior officials from the education department, while a high-level review committee will examine appeals against district-level decisions to prevent any kind of bias.
The new law mandates full disclosure of approved fees, which will be publicly displayed on notice boards and websites of the schools, that too in different languages.
In a bid to bring down the financial burden on parents, fees will now remain stable for a period of three academic years.
Schools found charging unauthorized fees will face strict financial penalties, ensuring compliance and accountability across the education system.
Gupta alleged that previous governments neglected this issue, leaving parents to face arbitrary fee increases of 30–45 per cent in some cases.
The Delhi CM stated that the law aligns with the National Education Policy 2020, which seeks to eliminate profiteering in education and reinforce focus on teaching and learning.
