The National Human Rights Commission (NHRC) on Friday took suo motu cognizance of a media report stating that a man died by suicide on July 11, 2025, allegedly following physical torture by police at the Dwarka North Police Station in Delhi.

According to the news report, the victim — a contract employee at IP University and a resident of the Nangli Vihar area of Delhi — was taken into police custody on July 10 for questioning after his supervisor filed a theft complaint against him. The news story reported the recovery of a suicide note.

The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of the human rights of the victim. It has issued a notice to the Commissioner of Police, Delhi, asking for submission of a detailed report on the matter within two weeks.

Several media reports published on July 12 reported injury marks on the body of the victim. There were claims of swelling in the ears caused by electric shocks given to him during police custody. “He was taken to the hospital by the family members, from where he was referred to the Indira Gandhi Hospital for further treatment,” stated the press statement. A day later, the victim was found hanging in his room, and a suicide note was also recovered.
