The Opposition Congress and BJP staged a walkout in the Assembly alleging that the Naveen Patnaik government had neglected the SC and ST communities.nbsp;
Leader of Opposition Narasingha Mishra described the BJD government as pro-rich. It has exploited the poor and the SC-ST are the worst sufferers he charged while participating in a debate on a notice for adjournment. Mr Mishra said it is a matter of shame that even 60 years after Independence a ruling BJD member claims that mango kernel is for human consumption and tribals consume it.nbsp;
He also criticised various welfare schemes launched by the government like Biju Pucca ghar Yojana Rs 5 Aahar scheme saying these schemes and other doles provided by the government will not lead to empowerment of the SC-ST people.nbsp;
He referred to the Nagada incident in Jajpur district where as many as 19 children had died due to acute malnourishment. In Kalahandi district a tribal had to carry the dead body of his wife on his shoulders he said while lambasting the government. Mr Bhujabal MajhiCongress said funds provided under the Tribal Sub Plan and SC Sub Plan are either lying unspent or diverted for other purposes. He further said many SCST people have not yet been provided cards under the National Food Security Act NFSA.nbsp;
The reservation in jobs is not being implemented..Tribal people are dying eating mango kernel and the Health care system in tribal areas has collapsed in the absence of any road communication. Replying to the debate Minister of states for SCST Welafe Sudam Marndi said the government has taken up various developmental programmes for the development of SCST people and according priority to socio-economic development education health care livelihood.
The minister said 22.85 per cent of the total budget has been allocated for Tribal Sub Plan area and 17.13 per cent of the budget has been allocated for SC sub plan.
