CID questions BJP MP Roopa Ganguly in child trafficking case

PTI | Kolkata |

West Bengal CID on Saturday visited BJP Rajya Sabha MP Roopa Ganguly house here for questioning in connection with the Jalpaiguri child trafficking case.

According to a senior officer    of the Criminal Investigation Department (CID), a team of the agency's officers went to Ganguly's south Kolkata house to question her over her alleged meeting with arrested former BJP womens' wing general secretary Juhi Chowdhury, an accused in the case.

The CID had unearthed a child trafficking racket early this year in which babies and children were sold, some to foreigners, through questionable adoption deals.

“We will question her about her links to Juhi Chowdhury and also we need answers of a few more questions,” the officer said.

Incidentally, the state CID had also summoned BJP national general secretary Kailash Vijayvargiya and two other leaders for questioning in the same case.

The CID had arrested several persons including the head of a child protection agency in Darjeeling and a member of a child welfare committee on charges of selling babies and children through questionable adoption deals.

These arrests were part of a widening probe into the adoption racket at the Bimala Shishu Griho, a children's home in Jalpaiguri town.

Sacked state BJP womens' wing leader, Juhi Chowdhury, and the chief adoption officer of the children's home Sonali Mondal, the home chairperson Chandana Chakraborty and her brother Manas Bhowmik were arrested earlier.

They have been charged with selling about 17 children, aged between one and 14 years, to foreigners by entering into shady adoption deals.

The CID had unearthed the child trafficking racket during raids at homes and nursing homes in Baduria area of North 24 Parganas district, in Behala in the southern fringes of Kolkata and some other parts of south Bengal in November last year.

Geoffrey Kondogbia impressed by Inter Milan new boy Borja Valero

The 32-year-old Spaniard joined the Nerazzurri this summer for a bargain price.

SNS | New Delhi |

Borja Valero may be getting on in years, but if his Inter Milan teammate is to be believed, the Spanish veteran still has plenty of quality.

“He’s a very good player, very technical. Obviously it’s easy to assimilate his playing style for Borja because it is just easy to play along,” the 24-year-old Kondogbia gushed ahead of Inter’s clash with Chelsea in Singapore.

Inter have been relatively quiet compared to their arch-rivals AC Milan in the transfer market, with Valero, Milan Skriniar and Facundo Colido their only acquisitions so far.

And Kondogbia felt the time has come for Inter to be playing in Europe as he asserted “Surely competition is getting tougher but we think that Inter has its own history. Inter deserves to be playing the Champions League and that is what we’re going to fight for”.

Premier League champions Chelsea, coached by Italian Antonio Conte, are Inter’s next opponent and while Kondogbia conceded the Blues are a top side, he stressed that the Nerazzurri will play their usual style and will not be intimidated by anyone.

“Chelsea FC is obviously a great team. They have been playing Champions League for the past few years. Good to know that the coach is Italian but having said that, we are not going to change the way we approach the game. We are going to prepare like how we would with any other big teams we’ll be playing against,” the former Monaco midfielder added.

Seoul to deploy four more THAAD launchers

IANS | Seoul |

South Korean President Moon Jae-in on Saturday ordered his aides to consult with the US about the deployment of four more THAAD mobile launchers after North Korea's launch of a ballistic missile.

North Korea on Friday night test-fired an intercontinental ballistic missile (ICBM) called Hwasong-14 from Jagang province, Xinhua news agency quoted South Korea's Joint Chiefs of Staff (JCS) as saying.

The ballistic missile of an intercontinental range flew about 1,000 km and was lofted as high as around 3,700 km.

It was an advanced Hwasong-14, which travelled 933 km at a maximum altitude of 2,802 km at the July 4 launch.

Right after North Korea's missile launch was reported to Moon, the President convened the national security council (NSC) meeting at the Blue House.

Moon instructed his aides to consult with the US on strengthening South Korea-US defence capability and reliable expanded deterrence capability, including the early installation of the remaining Terminal High Altitude Area Defence launchers, presidential press secretary Yoon Young-chan said.

On April 26, two mobile launchers and other elements of the US missile shield were transported in the middle of night to the former golf course in Seongju county.

One THAAD battery, which Seoul and Washington decided in July last year to deploy in southeast South Korea, is composed of six mobile launchers, 48 interceptors, the AN/TPY-2 radar and the fire and control unit.

Four THAAD mobile launchers were reportedly delivered to a US military base near the THAAD site.

A senior presidential official said additional THAAD launchers would be "temporarily" deployed, saying the "general" environmental impact assessment would be conducted as planned.

The Defence Ministry on Friday announced its plan to conduct the general green audit on the THAAD site that was expected to take 12 months.

The ministry forecast the period could be shortened as a small-size green audit was already completed.

The presidential official said the final decision on whether to deploy the US missile defence system in South Korea would be decided upon around the time when the green audit is completed.

The South Korean President has ordered a show of force through the joint US-South Korea missile-firing drills in response to Pyongyang's missile-launch provocation.

Earlier in the morning, the combined forces of South Korea and the US staged the live-fire missile exercise along the east coast, mobilising the South Korean military's Hyunmoo-II ballistic missiles and eight US Army's ATACMS surface-to-surface missiles.

Clooney to sue paparazzi for taking ‘illegal’ images of twins

IANS | Los Angeles |

Actor George Clooney is planning to sue paparazzi for taking illegal photographs of his newborn twins — Ella and Alexander — during their vacation in Italy.

A French magazine published the images of George and his wife Amal holding their children at their estate in Lake Como.

"The very first pictures of the twins in the arms of their parents. Do not miss all our exclusive photos," the cover of the magazine read.

"Over the last week photographers from Voici magazine scaled our fence, climbed our tree and illegally took pictures of our infants inside our home. Make no mistake — the photographers, the agency and the magazine will be prosecuted to the full extent of the law," George said in a statement.

The statement added: "The safety of our children demands it."

In response to George's statement, a representative for the French magazine told said: "George and Amal Clooney have been very public personalities for the last few years. Their wedding in Venice, in September 2014, was a very mediatic event; the pictures of them smiling to the public were seen all around the world. The birth of their twins, Ella and Alexander, had also been commented a lot, by themselves and their families."

The representative added: "The images published in Voici this Friday are a response to a public demand. People love George Clooney and have been following his life story for years now. Those pictures do not put in danger Mr. Clooney, his wife or their kids."

Apple may add 4K support for iTunes

IANS | San Fransisco |

Apple may be mulling 4K support for iTunes content, a report said, adding that few users in the UK spotted a 4K HDR listing for recently-purchased films on iTunes.

iTunes does not support content in 4K HDR as of now.

However few users found that several films including Fantastic Beasts, Passengers and Where to Find Them showed copies of the film as 4K HDR, Apple Insider reported on Saturday.

Twitter users checked their own iTunes purchase history to confirm after the listings were leaked.

But there is no actual 4K support on iTunes so far and files are being downloaded in standard HD.

Also, a few users in the US said they did not have the 4K option at all.

This comes amid rumours that the company is preparing an Apple TV 4K model that could be launched later this year.

Apple will need to release a new model to play 4K movies from iTunes as hardware limitations within the current Apple TV prevent it from supporting 4K resolutions with a software update.

Apple is offering content in 1080p at a time when the likes of Amazon, Google and Netflix are ahead with 4K HDR movies.

Sebi asks exchanges to keep vigil on cyber threats

PTI | New Delhi |

Regulator Sebi on Saturday said it will undertake a comprehensive review of technology and systems at all market institutions including stock exchanges to safeguard the marketplace from cyber threats and technical glitches.

At a meeting held against the backdrop of the recent case of technical glitch at leading bourse NSE, due to which trading had to be halted for over three hours on July 10, Sebi chief Ajay Tyagi also asked the exchanges and other institutions to keep a constant vigil on cyber threats globally and take lessons to put in place necessary safeguards.

As for the technical glitch, the NSE informed the regulator that based on internal assessment, processes are being strengthened to further reduce the response time for recovery and also adoption of automated processes.

"It was emphasised that there should be prompt and diligent reporting of any technical issues, including cyber attacks, to relevant agencies including CERT-In and Sebi," the regulator said in a statement after the meeting.

Sebi emphasised that the MIIs (Market Infrastructure Institutions) should have well laid out change management and standard operating procedures that should encompass all areas related to technology and operations.

"MIIs were advised to have a collaborative approach in dealing with technological challenges, including cyber threats," the Securities and Exchange Board of India (Sebi) said.

Besides the stock exchanges, major MIIs include depositories and clearing corporations.

During the meeting, Sebi stressed on the importance of the need for sharing information on instances of technology- related disruptions, cyber threats and attacks among MIIs so as to enhance their situational awareness.

The meeting assumes significance in the wake of the recent glitch at the NSE and also a spate of suspected cyber attack cases globally, including in India. Recently, a slew of dreaded ransomware attacks like WannaCry and Petya had impacted the computer systems worldwide.

"Sebi shall also undertake a comprehensive review of the technology and systems deployed at MIIs through its Technical Advisory Committee," the regulator said.

During the meeting, MIIs confirmed that the comprehensive framework for cyber security and system audit prescribed by Sebi is modelled on international best practices and is being followed.

The meeting was convened by Sebi with stock exchanges, clearing corporations and depositories operating in the domestic market and GIFT IFSC in order to assess their preparedness on areas related to cyber security, technology and systems upgradations as well as business continuity plans.

The meeting was chaired by the Sebi chairman and attended by chiefs of MIIs and their CTOs/CISOs.

The National Stock Exchange (NSE) recently submitted its report on the technical glitch to Sebi.

Earlier, NSE's internal technical team and external vendors had examined the matter to analyse and identify the cause that led to the issue and suggest solutions to prevent repeat of such instances.

The regulator had sought a detailed report from the NSE on the matter and had asked the exchange to have a review of their 'Business Continuity Plans'.

‘Russia, China bear responsibility for North Korean threat’

PTI | Washington |

Condemning North Korea's latest ballistic missile launch, US Secretary of State Rex Tillerson said Russia and China bear “unique and special responsibility” for Pyongyang's “relentless” pursuit of nuclear weapons.

He blamed Russia and China for being the “principal economic enablers” of the reclusive regime's nuclear weapons programme, despite it violating multiple UN Security Council resolutions.

Tillerson urged all nations to “take a strong public stance” against North Korea. He asked them to strengthen UN sanctions to ensure North Korea faces “consequences for its relentless pursuit of nuclear weapons and the means to deliver them”.

North Korea late yesterday launched its second intercontinental ballistic missile (ICBM) within in a month. The missile travelled about 1,000 km before splashing down in the Sea of Japan, reports said.

Hours after the launch, North Korean leader Kim Jong Un said it demonstrated his country can hit the US mainland.

The launch came a day after the US Congress voted to impose tougher sanctions against Russia, North Korea and Iran.

Condemning the ICBM launch, Tillerson said that this was in “blatant violation” of UNSC resolutions that reflect the “will of the international community”.

“As the principal economic enablers of North Korea's nuclear weapon and ballistic missile development programme, China and Russia bear unique and special responsibility for this growing threat to regional and global stability,” he said.

He said the US seeks a peaceful denuclearisation of the Korean peninsula and the end to North Korea's “belligerent actions”.

“As we and others have made clear, we will never accept a nuclear-armed North Korea nor abandon our commitment to our allies and partners in the region,” he said.

Senator Bob Corker, chairman of the Senate Foreign Relations Committee, asked the US to pursue a “comprehensive approach” to force Pyongyang to back down.

He suggested rigorous enforcement of sanctions, strengthening regional alliances, and expanded deployment of missile defence systems to confront the North Korean threat.

Congressman Mac Thornberry, chairman of the House Armed Services Committee, said another advance for the North's missile programme amplifies the danger to the US homeland and accelerates the need for steps to protect Americans and its allies.

“We need a stronger approach on a faster timeline now,” he said.

Senator Joe Donnelly, a ranking member of the Senate Armed Services Subcommittee on Strategic Forces, said: “The administration can and must step up sanctions against China and anyone else who contributes to propping up this dangerous regime”.

Galle Test Day 4: Sri Lanka reach 85/2 at lunch chasing 550

Earlier, Kohli hit an unbeaten 103 as India added another 51 runs to declare their first innings at 240 for 3.

PTI | Galle |

India inched closer towards victory in the first Test after Sri Lanka managed to reach 85 for 2 after India set a mammoth victory target of 550 riding on skipper Virat Kohli's 17th Test hundred.

It's a matter of time as India need another 8 wickets with a day and two sessions of play still left and the hosts needing 465 runs.

Dimuth Karunaratne (44 batting) and Kusal Mendis (24 batting) were at the crease after Mohammed Shami and Umesh Yadav got a wicket apiece.

Earlier India declared their second innings at 240 for 3 after Kohli struck an unbeaten 103 as India quickly added 51 runs to their overnight score of 189 for 3.

Starting from overnight 189 for 3, Kohli and Ajinkya Rahane (23*) showed urgency to score runs. It was obvious that the visitors were waiting for the captain to get to his landmark before putting Lanka into bat again.

And to his credit Kohli didn't waste any time as he reached his hundred off 133 balls in the sixth over of the morning. Overall, Kohli faced 136 balls and hit 5 fours as well as a six.

In doing so, he equalled the records of former Indian skipper Dilip Vengsarkar (116 Tests) and VVS Laxman (134 Tests), who both have 17 Test hundreds.

Kohli reached his milestone in only his 58th Test. The Indian declaration came in the very next over. It was the second highest target set by India in a Test after 617 versus New Zealand at Wellington in 2009.

Kohli and Rahane put on 51 runs for the 4th wicket. In doing so, they became the 14th pair to put up 2000-plus runs in Test cricket for India.

Kohli also became the quickest captain to score 1000 overseas Test runs, reaching the mark in 17 innings. He improved Sachin Tendulkar's record of 19 innings.

Chasing 550 runs then, Sri Lanka were reduced to 29/2 in the sixth over. Upul Tharanga (10) was dropped at second slip by Kohli off Mohammed Shami (1-32) in the third over. But the opener couldn't make it count as he played on two balls later when Shami angled one into him.

Three overs later, Danushka Gunathilaka (2) was caught at square leg off Umesh Yadav (1-26).

Then, Karunaratne and Mendis came together, and the duo improved on their failures in the first innings to put up an improved show.

They added 56 runs for the third wicket on a track that was still not offering enough assistance to the spinners and defied the Indian bowling attack for 17.2 overs.

China briefs diplomats on Doklam: Doval must do the same

IANS | New Delhi |

(Comment: Special to IANS)
By Saeed Naqvi (11:28)
It reflects on the delicate diplomacy involved that the principal issue in the China-India standoff at Doklam is being mentioned only in muted tones. The problem is the undemarcated boundary between China and Bhutan. This demarcation would require Bhutan and China to settle the matter. The two doing a pirouette is not a good sight for India, which has a special bond with Bhutan sanctified in a treaty signed in 1949. Clause 2 of the treaty amended in 2007 (on which later) stated that Thimpu would be "guided by the advice of the government of India in its external relations". How can Thimpu settle its border, independent of the Sino-Indian boundary?

Thimpu needed chaperoning when it took its first baby steps as a sovereign state. But once it came of age and made a formal debut at the UN's great ball (at India's initiative) in 1971, it began to feel the urge to dance with other partners, of course, without rupturing the special bond dictated by the 1949 treaty. India would remain more equal than others but others there shall surely be. India says "fine" but has palpitations when it fears that Bhutan may be groping for China's hand.

At the coronation of the present king's father Jigme Singye Wangchuk in 1974, Foreign Minister Dawa Tsering said something that was not honeyed music to New Delhi.

India's advice in the conduct of foreign affairs was welcome but "not binding" on Bhutan, he said. Indeed, among those invited to the coronation was China which turned up with a delegation, not a pleasing sight for the Indian contingent. A gentle, feather touch has marked Indo-Bhutanese diplomacy in both the capitals. Years 1978-79, when Atal Bihari Vajpayee was the External Affairs Minister, were marked by considerable warmth in relations.

In August 1978, diplomatic missions in New Delhi received a circular note from the Bhutan mission that henceforth it should be addressed as the Royal Bhutan Embassy. The upgradation of the mission was not without considerable debate in South Block.

Prime Minister Morarji Desai downwards there was an entire hierarchy, principally Foreign Secretary Jagat Mehta, endorsing a more relaxed policy towards Bhutan freeing the Himalayan kingdom from the more restrictive interpretations of the 1949 treaty. But there were hawks too.

Desai's government fell in July 1979 making way for Charan Singh's five-month rule. More damage was done to New Delhi's relations with Thimpu during this brief period by the new, inexperienced External Affairs Minister Shyam Nandan Mishra than at any other period.

He led the Indian delegation to the Havana summit of Non-Aligned Nations where the King of Bhutan took a position on a key issue which was independent to the brief Mishra was carrying.

The cold war was at its peak. Indo-China was still at the centre of conflict. The two blocs were in fierce competition on who should occupy Kampuchea's seat at the summit. Pol Pot, backed by the US and China, or Heng Samrin, installed in Phnom Penh after Vietnam ousted Pol Pot. He set up sanctuaries on the border with Thailand.

It seems almost comical to reflect that the world was, in the late 70s, riveted on Phnom Penh, Pol Pot and Heng Samrin. But contemplate the global picture, and the chips fall into place.

In 1972, Nixon's visit to Beijing, creating a triangular strategic balance disadvantageous to Moscow. In 1978 Communists had come to power in Kabul, paving the way for the Soviet invasion. Next year, the Shah fell in Tehran. A pro-West Morarji Desai lost power in 1979. But in Pakistan, a pro-West Zia ul Haq held on to power.

After what I saw at the battle of Lang Son, it was clear as daylight who won, but American media dragged its feet conceding victory to Vietnam in the Sino-Vietnam war of 1979. Vietnam's ouster of Pol Pot, his genocidal record notwithstanding, was, on the global chessboard, a reversal for both China and the US. Their romance was in its 9th year.

It was in this tense global situation that Mishra, on his first mission as Foreign Minister, attempted to goad the King towards Heng Samrin (Soviet Union) while his own position was unclear. He must have made for a clumsy diplomat, because the King voted for Pol Pot much to the glee of the US, China and Pakistan.

So cross was the King by the indecorous way he had been handled in Havana that, on his way back to Thimpu, he sought me out for what turned out to be a controversial interview. This was the only interview the King of Bhutan had ever granted to the media. I was then the Special Correspondent of the Indian Express.

He clarified his vote in Havana. If Bhutan had not asked for Pol Pot's representative to be seated at Havana, it would have been tantamount to endorsing Vietnamese armed intervention in Kampuchea. He then made the allegation: "India took no position at all: Can you blame us if we took one and can our stand be described as being in opposition to India?" India's stand was neither here nor there: Let Pol Pot be seated but not participate — a non-stand endorsed at an earlier NAM meet.

On the relevance of the 1949 treaty, he said: "If you want my candid reply and not a diplomatic one — the treaty can certainly be brought up to date." The two countries have not had serious differences in the interpretation of Article 2 of the treaty. "But why should we retain a treaty which can lend itself to loose interpretations?"

The King was uncomfortable with the expression "close consultations" defining relations. He preferred "close understanding" — consultations implied advice.

The spirit of what the King said in September 1979 influenced the language of the treaty when it was revised in 2007. The new words were, "India and Bhutan will cooperate closely with each other on issues relating to their national interests. Neither government should allow its territory for activities harmful to its national security."

What will be the upshot of the Doklam standoff? Well, the King's explosive interview (on which more later) did have a ripple effect which, in slow measure, resulted in an amended treaty, freeing Bhutan somewhat.

In the given situation, similar advantages will accrue to Bhutan post Doklam. These advantages will not displease China.

After his return from Beijing, the National Security Adviser, Ajit Doval, must brief the diplomatic corps in New Delhi which so far has heard only from the Chinese here and in important capitals. To my knowledge, only the Americans have been briefed by South Block.

44 Gujarat Congress MLAs staying at resort near Bengaluru

IANS | Bengaluru |

Forty-four Congress MLAs from Gujarat have been lodged at a private resort near here after they landed from Ahmedabad on Saturday morning, a party official said.

"All our Gujarat MLAs have been put up at the Eagleton Golf Resort in Bidadi on the Mysuru road after they flew into the city in two batches from Ahmedabad via Mumbai," the party's state unit's official told IANS on anonymity.

The resort is located in the Bengaluru Rural Lok Sabha constituency, represented by Congress lawmaker D.K. Suresh, younger brother of Karnataka Power Minister D.K. Shivakumar.

"Our party's high command in Delhi directed us on Friday night to look after them during their stay in the state," the official said.

The lawmakers were shifted, ostensibly to prevent its rival Bharatiya Janata Party (BJP) from poaching them ahead of the Rajya Sabha poll in Gujarat on August 8 in which its senior leader Ahmed Patel is contesting for a fifth term.

"We don't have details on their programme and how long they will stay here. We have been told to take care of them," added the official.

Jolted by the exit of six of its lawmakers since Thursday, the party decided to shift 44 of its remaining 51 MLAs in the 182-set Gujarat Assembly to the city and prevent them from defecting to the BJP, the ruling party in the western state.

"What they did in Goa, Manipur and in Bihar, they are trying to do the same in Gujarat. Our legislators are being threatened or offered money. People like an IPS officer who was behind bars for 8-9 years in a fake encounter case are being used to kidnap our MLAs, offer money or threaten our legislators. There is insecurity and environment of terror. So our legislators are being moved to safety," Arjun Modhvadia, senior Congress leader, told reporters at Ahmedabad airport before leaving on Friday night.

Patel, political secretary to party President Sonia Gandhi filed his nomination in Ahmedabad on July 26.

He needs 47 preference voters in the first round for re-election.

Cristiano Ronaldo to start season in court

Ronaldo has defended himself, saying his "conscience is clear".

AFP | Madrid |

Cristiano Ronaldo faces a brutal return to Madrid before starting pre-season training with Real Madrid as he is expected in court on Monday, accused of evading millions in taxes.

The 32-year-old — the world's highest paid athlete according to Forbes magazine — will be questioned by a court in Pozuelo de Alarcon, a wealthy suburb of Madrid where he lives, over allegations he evaded €14.7 million ($17.2 million) in tax.

The Portuguese star follows in the steps of his arch-rival, Barcelona forward and Argentina star Lionel Messi, who was found guilty of the same offence in 2016, although the sums involved were smaller.

Madrid's public prosecutors accuse Ronaldo of having taken "advantage of a company structure created in 2010 to hide income generated in Spain from his image rights from tax authorities".

They say this was a "voluntary and conscious breach of his fiscal obligations in Spain". Prosecutors accuse the four-time world player of the year of evading tax via a shell company based in the British Virgin Islands and another in Ireland, known for low corporate tax rates.

In addition, they say the Real Madrid striker only declared €11.5 million of Spanish-related income from 2011 to 2014, while what he really earned during that time was close to €43 million.

And finally, they accuse him of "voluntarily" refusing to include €28.4 million in income linked to the sale of his image rights for the 2015 to 2020 period to a Spanish company.

Ronaldo has defended himself, saying his "conscience is clear".

But the allegations still took their toll, and the man with the "CR7" brand, Real's all-time top goalscorer, threatened to leave Spain over the affair, giving supporters a fright. He has since hinted he will stay on, telling Spanish sports daily Marca that he would like to continue to win trophies for Real.

Ronaldo is not the only footballer to fall foul of authorities in Spain, which is only just recovering from a damaging economic crisis that saw countless people lose their jobs and inequalities rise.

Messi was sentenced to a 21-month jail sentence and €2.09 million fine in 2016 for tax fraud.

His prison sentence has since been replaced by another fine of €252,000, which corresponds to €400 for each day of jail.

Barcelona's Argentine defender Javier Mascherano, meanwhile, agreed a one-year suspended sentence with authorities for tax fraud last year.

Brazil star Neymar, another Barcelona forward, and his parents are also due to stand trial for alleged corruption over his transfer from Santos in 2013.

Real have not been spared either. Apart from Ronaldo, former player Angel di Maria, Portuguese defender Fabio Coentrao and Jose Mourinho, who coached the club from 2009 to 2013, have all been accused of tax fraud.

All are clients of super-agent Jorge Mendes, who was also questioned and put under official investigation last month by a Spanish court investigating alleged tax evasion by Monaco striker Radamel Falcao, another footballer in his stable.

Mendes defended himself, telling the closed door hearing that he "never" advised players in tax matters. Where Ronaldo is concerned, Mendes's company Gestifute has denied any "fiscal set-up" and said "the player didn't hide anything".

But if he were put on trial and found guilty, Ronaldo risks "a fine of at least €28 million" and could potentially be jailed for three-and-a-half years, the Gestha union of experts at Spain's Inland Revenue has said.

Since extending his contract last November until 2021, Ronaldo is the highest paid sports star in the world with $93 million (€80 million) earned in 2016-2017, according to Forbes.
