For decades, Champat Rai has been closely associated with the Ram Janmabhoomi movement and is regarded as one of the VHP’s most influential organisers. For decades, he played a central organisational role in the campaign for the construction of the Ram temple in Ayodhya and later became the General Secretary of the Shri Ram Janmabhoomi Teerth Kshetra Trust, the body overseeing the temple’s construction and administration.
His resignation from the trust in June 2026 came amid an investigation into the alleged embezzlement of temple donation funds, placing him at the centre of one of the biggest controversies since the consecration of the Ram Mandir.
Early life and education
Champat Rai was born in 1946 in Bijnor district of Uttar Pradesh. Before entering full-time public life, he worked as a Chemistry lecturer at RSM Degree College in Bijnor.
During the Emergency (1975–77), he was arrested because of his association with the Rashtriya Swayamsevak Sangh (RSS) and reportedly spent around 18 months in jail. Following his release, he did not return to teaching and instead devoted himself to organisational work.
Journey through the RSS and VHP
Influenced by the RSS from a young age, Rai formally joined the Vishva Hindu Parishad (VHP) in 1980.
He steadily rose through the VHP’s ranks, taking on several organisational responsibilities before eventually becoming its International Vice-President. He became known for his organisational skills rather than electoral politics, spending most of his career coordinating religious campaigns and Hindu outreach programmes.
Role in the Ram Janmabhoomi movement
Champat Rai has been associated with the Ram Janmabhoomi movement since the 1980s.
He was among the prominent VHP leaders involved in mobilising kar sevaks during the movement and remained closely associated with events surrounding the demolition of the Babri Masjid on December 6, 1992.
Following the Supreme Court’s 2019 Ayodhya verdict and the creation of the Shri Ram Janmabhoomi Teerth Kshetra Trust, Rai was appointed General Secretary. In that role, he supervised day-to-day administration of the trust and played a key role in coordinating the construction of the Ram Mandir.
Supporters often describe him as an “encyclopaedia of Ayodhya” because of his detailed knowledge of the temple town’s religious history, geography and the Ram Janmabhoomi movement.
Why has Champat Rai resigned?
For years, Rai was the face of the Ram Mandir trust. That changed in June 2026, when he resigned as General Secretary after a police investigation into the alleged embezzlement of temple donations began.
Investigators suspect that around Rs 7-7.5 crore is missing. The probe has so far led to the arrest of several people, including temple staff involved in counting donations and a retired banker who supervised the process. Rai’s driver and close aide, Ramashankar Yadav alias Tinnu, was also arrested.
Rai has not been arrested or named among those taken into custody. He stepped down, stating that he was taking moral responsibility as scrutiny of the case intensified.
Legacy
For supporters, Champat Rai remains one of the principal organisers behind the decades-long Ram temple movement, having dedicated much of his life to the campaign. Critics, however, have questioned the trust’s oversight following the donation fund controversy.
For more than four decades, Rai remained closely associated with the Ram temple movement. His resignation ends his stint as the trust’s top executive at a time when the temple has become fully operational.
