Uttarakhand’s electorate is set to shrink by more than 12.8 lakh following the ongoing Special Intensive Revision (SIR) of the electoral roll. The final electoral roll, to be prepared after the SIR exercise, will see the deletion of more than 8.39 lakh names, in addition to the 4.53 lakh names already removed during the pre-SIR exercise.
Following the deletion of 4.53 lakh voter names under the Deceased, Shifted and Absent (DSA) categories during the pre-SIR exercise, preparations are now underway to remove another 8.39 lakh names from the draft electoral roll to be published after the SIR.
The office of the Uttarakhand Chief Electoral Officer (CEO), B.V.R.C. Purushottam, clarified that, apart from the DSA categories, the proposed deletions would also include duplicate entries and voters who could not be traced at their registered addresses despite repeated attempts by Booth Level Officers (BLOs).
According to officials, these names will be excluded from the draft electoral roll, which is scheduled to be published on July 14.
Additional Chief Electoral Officer Vijay Kumar Jogdande said that the distribution and digitisation of enumeration forms across the state would be completed by July 7. He said that, of the state’s 79,60,762 registered voters, enumeration forms for 70,98,501 voters had already been digitised.
Jogdande said that 8,39,486 voters fall under the “uncollected” category. This includes 1,23,836 deceased voters, 4,77,148 permanently shifted voters, 61,764 duplicate voters, 1,68,259 absentee voters, and 8,479 voters classified under other reasons.
The Additional Chief Electoral Officer said that, as per the schedule, the draft electoral roll after the SIR will be published on July 14, 2026. He added that the names of electors whose enumeration forms could neither be delivered nor collected because they were absent from their registered addresses would be removed from the draft electoral roll.
A separate list of such voters will subsequently be provided to recognised political parties for verification and correction. Claims and objections for the inclusion of names may be filed between July 14 and August 13. Jogdande added that claims and objections would be disposed of between July 14 and September 11, 2026.
He emphasised that the final electoral roll, after incorporating eligible corrections, would be published on September 15. Jogdande also appealed to all recognised political parties to appoint Booth Level Agents (BLAs) at every polling booth to help ensure the accuracy of the electoral roll.
Notably, the electoral roll released by the Election Commission of India on January 6, 2025, contained 84,29,459 electors. However, no fresh electoral roll was published in January 2026 as the pre-SIR exercise was underway and the Special Intensive Revision was imminent.
Instead, the CEO’s office worked on the ASD (Absent, Shifted and Deceased) list, resulting in the deletion of 4,53,459 names and reducing the state’s electorate to around 79 lakh. With the proposed deletion of another 8.39 lakh names, Uttarakhand’s electorate is expected to decline to around 70 lakh.
