UP SIR: 28.9 million voters deleted; Lucknow and Ghaziabad face the brunt

The Special Intensive Revision (SIR) conducted by the Election Commission of India (ECI) has deleted over 28.9 million, or 18.70% of the total 154.4 million voters in Uttar Pradesh.

The ECI published the draft electoral rolls of Uttar Pradesh on Tuesday.

The total number of voters in the SIR draft rolls has now come down to 1,25,56,025 from 1,54,43,0,092, marking the deletion of around 18.70% of names.

Among the 28.9 million uncollectible voters, 21.7 million (14.06%) were categorised as permanently shifted, 4.6 million (2.99%) as deceased, 2.54 million (1.65%) as duplicate, and 7.95 million (5.15%) as untraceable, according to the available data. Another 7,74,472 voters (0.50%) had not returned enumeration forms after collecting them from booth-level officers.

CEO Navdeep Rinwa said here on Tuesday that soft and hard copies of the draft SIR rolls have been handed over to all political parties.

According to data as of December 11, when the second round of the enumeration phase concluded, the number of uncollectible voters in the state stood at 2.96 crore (29.6 million). The figure dropped to 2.89 crore (28.9 million) based on data as of December 26, after the third round of the enumeration phase.

After rationalising polling booths, the ECI restricted the number of voters at each polling booth from 1,500 to 1,200 and added 15,030 new booths in the state, CEO Navdeep Rinwa said.

The CEO said Lucknow was among 75 districts in the state where the highest voter deletion of 30.04% was recorded. Of the total 3.99 million voters in Lucknow, around 1.2 million were deleted, bringing the total number of voters in the state capital down to 27.9 million. Of the deleted voters in Lucknow, 13.4% were categorised as permanently shifted, while 10.71% were marked as absent or untraceable.

However, across all 75 districts, the percentage of voters deleted due to death ranged between 2% and 4%.

After Lucknow, Ghaziabad recorded the second-highest deletion at 28.23%. The total number of voters in Ghaziabad declined from 28.3 lakh to 20.1 lakh following the SIR exercise.

The deletion of voters in Gautam Buddha Nagar stood at 23.98%, while in Meerut it was 24.65%.

The lowest and single-digit voter deletion among the 75s district was recorded in Lalitpur, where just 9.95% voters were removed from the draft SIR list.

The CEO said that voters left out would be included in the electoral roll after they fill out Form 6 within the next one month. However, around 8% of voters included in the draft SIR rolls will be issued notices to provide details about themselves, as their names were not found during the mapping process.

He clarified that BLOs will reach out to every voter who is issued a notice. Voters seeking to change their address or correct their details will be allowed to submit Form 8 for this purpose.

The CEO said that claims and objections will be accepted and disposed of by February 6, while the notice phase, including hearing and verification, will continue until February 27. The final publication of the electoral rolls will be carried out on March 6, 2026.

Meanwhile, the number of polling stations in UP has increased by 15,030. Earlier, there were 1,62,486 polling booths, which have now risen to 1,77,516.

On December 23, the ECI had approved the proposal for the allocation of polling stations based on 1,200 voters per booth across 403 Assembly constituencies in 75 UP districts. Earlier, each polling booth catered to up to 1,500 voters.
