Uttar Pradesh Chief Electoral Officer (CEO) Navdeep Rinwa on Wednesday disclosed that the Election Commission of India (ECI) has been requested for two more weeks’ time to complete the process of special deep revision (SIR) in the state in a systematic manner.
The deadline to complete the submission of enumeration forms of SIR ends tomorrow. However, around 18.85% of voters were yet to respond. There are a total of 15.44 crore voters in UP.
In a statement issued here on Wednesday, the CEO said the digitization work of 99.24 per cent enumeration forms has been completed in the state. In the digitized enumeration forms, 18.85% forms have been marked in the category of non-returnable voters such as deceased, permanently transferred, absent and double-entry voters. “So far, 80.29 per cent of the enumeration forms have been received back with signatures of the voter and other members of his family,” he said.
Rinwa said 18.85 per cent of the voters’ enumeration forms are of non-returnable category, with the highest 8.22% of about 1.27 crore permanently shifted voters from their place of residence, 2.98% or about 45.95 lakh voters, 2.98% or about 45.95 lakh have died, voters of 1.5 percent or around 23.69 lakh such voters who are already voters in some other place as well. Around 0.62 percent or about 9.58 lakh voters who have not yet returned the enumeration form and 5.49 per cent or about 84.73 lakh voters are absent.
He said more than 76 per cent of the mapping work of the calculation forms received from the voters from the voter list of 2003 has been completed and all the District Election Officers have been directed to speed up the mapping work and complete it at the earliest.
He said voters whose names were not on the voter list of the year 2025 did not get the enumeration form. They should fill Form-6. Similarly, on January 1, 2026, youth who are completing 18 years of age should fill Form-6 to become a voter.
The CEO further said that till now the work of digitization of calculation forms has been completed in 14 districts and 132 assembly constituencies and 1,43,509 polling places in the state.
The Chief Electoral Officer has appealed to all the recognized political parties to cooperate in the verification of the deceased, permanently transferred, absent and double-entry voters. After meeting all the booth level officers, the list of voters stored by December 12, 2025 will be made available to the booth level agent of their booth. Along with this, this list will also be available on the website of Chief Electoral Officer and District Election Officer.
