The Chief Electoral Officer (CEO) of Uttar Pradesh Navdeep Rinwa held a meeting with officials of recognized national and state political parties on Wednesday regarding the ongoing Special Intensive Revision (SIR) of the voter list in the state.
Party officials and leaders of Bharatiya Janata Party, Indian National Congress, Samajwadi Party, Bahujan Samaj Party, CPI (M), Aam Aadmi Party and Apna Dal (S) were present in the meeting. The CEO provided them detailed information on the SIR process, the guidelines issued by the Election Commission of India, and upcoming programs, and also sought their suggestions and advice.
Pointing out that it is the second phase of SIR after Bihar, he stated that the cooperation of all political parties and citizens is essential to ensure that all eligible voters are included in the electoral rolls during the SIR, ensuring that no eligible person is excluded from voting and that no ineligible person is included. Hence, the CEO requested all political parties to appoint Booth Level Agents (BLAs) at each polling station, who will assist with the BLOs in distributing and collecting the voters forms. Each BLA will be able to collect a maximum of 50 voters forms from voters per day and submit them to the BLOs.
He stated that the District Election Officer (DEO) at the district level and the Electoral Registration Officer (ERO) at the Assembly constituency level will also meet with political parties to explain the SIR process and the Commission’s instructions. The voter list is also available for download on the Election Commission of India’s portal voters.eci.gov.in and the CEO’s website https://ceouttarpradesh.nic.in.
The CEO stated that all BLOs will go door-to-door to provide counting forms and declaration forms to all voters. They will retain one copy of the completed counting form and return the other to the voter with their signature as a receipt. No other documents other than the counting form will be collected during this period. Urban, temporary, and migrant voters will also be able to complete the counting form online. He said to ensure that no polling station has more than 1,200 voters and that all members of the same family are registered at the same polling station, the process of verification and management of all polling stations will be completed. The cooperation of all political parties is essential for this. He stated that the state currently has 154.4 million voters and 1,62,486 polling stations, all of which have booth-level officers posted.
The Chief Electoral Officer stated that the names of voters whose completed and signed counting forms are received will be included in the documented publication of the electoral roll. The list of deceased, absent, transferred, and duplicate voters, who will not be included in the voter list and it will be displayed on the Chief Electoral Officer, Uttar Pradesh’s website and in government offices. He stated that volunteers will be deployed to facilitate the elderly, the sick, the disabled (PwD), the poor, and other disadvantaged groups.
He said any voter can file a claim/objection during the filing period for claims and objections. The District Magistrate will hear the first appeal filed by a voter aggrieved by the Electoral Registration Officer’s decision, and the Chief Electoral Officer will hear the second appeal against the District Magistrate’s decision.
Stating that a clean voter list is the foundation of a strong democracy, he announced that preparation, training, and printing of counting forms will be completed by November 3 and from November 4 to December 4, 2025, BLOs will go door-to-door to distribute and collect voters forms.
The draft voter list will be published on December 9, 2025 while claims and objections will be taken from December 9, 2025 to January 8, 2026. From December 9, 2025 to January 31, 2026, the Electoral Registration Officer will take a decision on the voters forms and will hear the claims and objections and get them resolved. The final voter list will be published on February 7, 2026.
