The Uttar Pradesh Legislative Assembly on Wednesday expressed serious concern over the functioning of the democratic system, the responsibilities of public representatives, and compliance with government orders.

According to a statement issued by Assembly Speaker Satish Mahana, failure by officials to ensure compliance with government orders related to MLAs constitutes a violation of service rules, and strict disciplinary action should be taken as per the prescribed norms.

The Speaker said necessary instructions must be issued on matters submitted by the government and strict steps taken to ensure compliance with previously issued orders. He added that if negligence is found at any level, stringent action should be taken against the concerned officials to prevent recurrence.

Referring to the fundamental spirit of democracy, the statement noted that public representatives sit in the House because of the trust reposed in them by the people, and this trust must be protected at all costs. It said the government and administration are constitutionally bound to act on matters raised by elected representatives.

The House also expressed the expectation that administrative proceedings be conducted in a transparent and rule-based manner, setting an example to prevent future negligence or violations.

The statement further said that strengthening democracy requires all constitutional institutions to function within their defined limits and uphold public trust. It emphasised that members represent “We, the People of India,” and that discussions, resolutions, and motions passed in the House are part of the constitutional process, making their compliance a constitutional obligation.

It also called upon all members to respect the dignity of the executive and judiciary and ensure adherence to constitutional mandates, stressing that mutual respect and institutional balance are essential for a strong democracy.

The Speaker urged the Parliamentary Affairs Minister to issue necessary directions to ensure compliance with government orders, noting that effective implementation reinforces public faith in democracy.

Notably, the remarks came a day after Leader of the Opposition Mata Prasad Pandey alleged in the House that officials were ignoring public representatives and not responding to their calls, raising concerns over executive accountability.
