India’s proposed legal response to paper leaks and examination malpractice will move to the centre of Parliament’s agenda on Tuesday, with the Lok Sabha set to consider and pass an amendment to the 2024 public examinations law.
The Rajya Sabha, meanwhile, has two separate measures lined up. One concerns the development of micro, small and medium enterprises. The other seeks to amend the law governing insults to national honour.
Anti-paper leak Bill set for Lok Sabha consideration
Union Minister of State for Personnel, Public Grievances and Pensions Dr Jitendra Singh will move the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, for consideration and passage.
The proposed legislation seeks to amend the Public Examinations (Prevention of Unfair Means) Act, 2024. It is the only Bill listed for consideration and passing in the Lower House on Tuesday.
The measure is aimed at strengthening the legal framework against paper leaks and other forms of malpractice in public examinations.
Dr Singh introduced the Bill in the Lok Sabha on Monday amid loud sloganeering by Opposition members. The House was subsequently adjourned until 2 pm.
Opposition MPs had continued their protest over the alleged police action against students during the July 20 “Sansad Chalo” demonstration.
Rajya Sabha to introduce MSME Amendment Bill
Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi is scheduled to introduce the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026.
The Bill seeks to make further changes to the Micro, Small and Medium Enterprises Development Act, 2006.
National Honour Amendment Bill listed for passage
The Rajya Sabha will also resume consideration of the Prevention of Insults to National Honour (Amendment) Bill, 2026.
Union Home Minister Amit Shah is scheduled to move the Bill for passage in the Upper House.
The two measures form the principal legislative business listed for the Rajya Sabha on Tuesday.
Question Hour, committee reports on Lok Sabha agenda
The Lok Sabha will begin with Question Hour, followed by the laying of official papers by several Union ministers.
Kanimozhi Karunanidhi and Rao Rajendra Singh are scheduled to present two reports of the Standing Committee on Consumer Affairs, Food and Public Distribution. The reports relate to the Demands for Grants for 2026-27.
Statements on the implementation of parliamentary committee recommendations are also listed.
Union Health and Family Welfare Minister Jagat Prakash Nadda is scheduled to move a motion for the election of one Lok Sabha member to the All India Institute of Medical Sciences, Guwahati.
The House will then take up matters raised by members under Rule 377.
The Rajya Sabha agenda also includes the laying of papers, committee reports and statements on the implementation of recommendations made by parliamentary panels.
