Chief Secretary of Ladakh Dr. Pawan Kotwal delivered a compelling vision for sustainable development rooted in cultural identity while addressing the first convocation of Sindhu Central University (SCU) held in Leh on Wednesday.

Speaking on the occasion as the chief guest, Dr. Kotwal underscored the significance of Ladakh’s fragile ecosystem, the urgency of climate-conscious education, and the potential of the region to become a hub for research in renewable energy, sustainable living, and mountain ecology.

Highlighting the symbolic weight of the university’s name, he said, “The term ‘Sindhu’ is not just a name—it is a reflection of our civilizational ethos and a link to our historical roots. Naming this university after the ancient river is a profound tribute to Ladakh’s cultural and spiritual legacy.”

Dr. Kotwal praised the introduction of three new academic programs tailored to Ladakh’s unique geographic and environmental context, aligned with the prime minister’s vision of a carbon-neutral Ladakh. He stressed that higher education institutions in the region must focus not just on academic excellence but also on producing solutions for local challenges such as water scarcity, extreme weather, and ecological preservation.

“Ladakh’s climate is distinct—there is no monsoon. Our survival hinges on snow-fed water systems. Universities here must lead the way in innovation that respects our environment,” he said.

He envisioned Sindhu Central University as a future center of excellence, where indigenous knowledge systems and cutting-edge science intersect to serve the needs of local communities and the broader nation. “This university has a key role to play in shaping sustainable practices and training a generation that will balance progress with preservation,” he added.

Dr. Kotwal also acknowledged the growing academic landscape of Ladakh, mentioning institutions such as DIHAR, the University of Ladakh, Sher-e-Kashmir University of Agricultural Sciences, and several research bodies. He expressed optimism that the upcoming SCU campus would cater to a broader student population and foster innovation tailored to Ladakh’s development goals.

In his concluding message, Dr. Kotwal congratulated the graduates and faculty, expressing confidence that Sindhu Central University would emerge as a national model for institutions committed to ecological balance, cultural heritage, and academic excellence.

The convocation ceremony celebrated the graduation of 14 students across disciplines. Prof. V Kamakoti, Chair of SCU’s Executive Council, presented the university’s annual report, outlining institutional milestones, new academic schools, infrastructure developments, and strategic collaborations.

Prof. Kamakoti also distributed degrees to the graduating batch, marking a historic milestone in SCU’s journey.
