The Pinaki Chandra (PC) Ghose judicial commission has held former Telangana chief minister K Chandrashekhar Rao and former minister Harish Rao “directly and vicariously accountable” for the alleged irregularities in the Kaleshwaram Lift Irrigation Project.

According to sources, the commission has submitted its report to the Telangana government. The state cabinet will decide its future course of action in the case after reviewing the 1600-page PC Ghose Judicial Commission report.

In the report, the PC Ghose commission has reportedly mentioned that the decision to construct Medigadda, Annaram, and Sundilla barrages were taken by the then Telanganan CM KCR and irrigation minister Harish Rao.

According to sources, the report has stated that KCR’s “involvement and directions minutely… is the cause and result of irregularities and the cause of distress to these three barrages.”

The Revanth Reddy-led Telangana government has formed a one-man judicial commission headed by Justice PC Ghose to probe the alleged irregularities in “Planning, Designing and Construction” of the Medigadda, Annaram, and Sundilla Barrages of the Kaleshwaram Project.

During its probe, the commission has reportedly found “rampant and brazen procedural and financial irregularities” in the entire project due to “undue influence and individual decisions of political leadership.”

The commission’s report, the sources added, stated that the Kaleshwaram project, intended as a “lifeline of the State of Telangana,” turned out to be “colossal waste of public money” due to a profound failure of governance, planning, technical oversight, and financial discipline.
