Lok Sabha Speaker Om Birla, on Monday, urged political parties to uphold the dignity of legislative institutions by ensuring smooth and orderly functioning.

“Planned disruptions are harmful to democracy; orderly conduct of legislative proceedings is paramount,” Birla said at the 22nd Commonwealth Parliamentary Association Conference in Kohima.

Birla emphasized that democracy provides avenues for raising issues and engaging in debate through peaceful discussions. He stressed that legislatures must play a pivotal role in transforming public opinion into policy, and that public representatives must ensure citizens’ voices are reflected in policymaking.

The Speaker also highlighted the importance of Centre-State cooperation, saying it is critical for effective governance and successful policy outcomes. He commended the digital transformation in Northeastern legislatures, citing Nagaland’s paperless legislature as a model.

Birla urged responsible use of Artificial Intelligence to preserve democratic norms and promote transparency. He emphasized the need for sustainable and inclusive growth, integrating climate resilience and community participation.

The conference theme, “Policy, Progress & People: Legislatures as Catalysts of Change,” aligns with Birla’s vision for empowered, accountable legislatures.
