Delhi Chief Minister Arvind Kejriwal met Lieutenant-Governor Anil Baijal at the latter’s residence on Friday, 6 July, to discuss matters of governance two days after the Supreme Court said that the position of the L-G was not that of a Governor but an administrator only “in a limited sense”.

Following the meeting, L-G Baijal took to Twitter saying that he has assured his “continued support and cooperation” to the Delhi government.

“Met Hon’ble CM @ArvindKejriwal & Hon’ble Dy. CM @msisodia. Assured them of my continued support & cooperation in the interest of good governance & overall development of Delhi as per the letter and spirit of Constitution,” said Baijal.

Moments later, the Aam Aadmi Party (AAP) chief thanked the L-G while reminding that the Constitution is supreme and should be respected.

“Thank you sir. All of us should work together for the development of Delhi. Constitution is supreme. Orders of SC become the law of the land. They must be respected,” he said on Twitter.

The meeting comes a day after Kejriwal wrote a four-page letter to Baijal after Chief Secretary (Services) rejected the order of Deputy Chief Minister Manish Sisodia to comply with the Supreme Court ruling on who has the authority to transfer or post officers in Delhi.

In his letter, Kejriwal said that if the L-G acts on files related to services, it would be contempt of court.

“The Central government or the LG have executive powers only on three subjects. On all other subjects, executive powers lie with the Council of Ministers. Therefore, executive power related to ‘services’ lie with the council members,” the letter said.

“Sought time to meet Lt Governor today to seek his support and cooperation in the implementation of the order of SC and in the development of Delhi,” Kejriwal had tweeted on Thursday.

The 5-judge Constitution Bench of the Supreme Court on Wednesday had unanimously ruled that the Lt Governor was constitutionally bound by the “aid and advice” of the elected government in all areas except land, police and public order.

The court also ruled out the status of a state to Delhi under present constitutional scheme and said the status of NCT of Delhi was “a class apart”.
