A Joint Parliamentary Committee (JPC) on Wednesday met Chief Minister Rekha Gupta at the Delhi Secretariat on Wednesday in connection with the Constitution (130th Amendment) Bill, 2025, the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, and the Union Territories Government (Amendment) Bill, 2025 as part of its local study visit.
The JPC is chaired by Member of Parliament Aparajita Sarangi accompanied by the panel members. During the meeting, the panel briefed the Chief Minister on the key provisions, objectives, and proposed changes in all three Bills and handed over the related documents.
The committee said the proposed legislation seeks to enhance accountability and transparency in public life, strengthen constitutional values, and further reinforce public trust.
The meeting was attended by Members of Parliament Dr K. Laxman, Ujjwal Nikam, D. K. Aruna, Parshottam Rupala, Asaduddin Owaisi, Dr Indra Hang Subba, Anurag Thakur, Brij Lal, Brijmohan Agrawal and Manan Kumar Mishra, while senior Lok Sabha secretariat officials were also present.
Welcoming the JPC, Gupta said India’s democracy is guided not only by constitutional provisions but also by ethics, accountability and public trust in public life. Maintaining the credibility of democratic institutions and strengthening people’s confidence in governance is a collective responsibility.
She briefed the committee on Delhi’s administrative framework, its constitutional characteristics, and the various steps taken to strengthen good governance, transparency and accountability in the national capital.
The Chief Minister assured the JPC that the Delhi government remains committed to establishing a governance system that is accountable, transparent and citizen-centric, in line with Prime Minister Narendra Modi’s vision of a Viksit Bharat.
During the meeting, members of the committee appreciated the suggestions and administrative experiences shared by the Delhi government while commending the detailed and fact-based inputs.
Gupta also said that the primary objective of the Constitution (130th Amendment) Bill, currently under consideration, is to further strengthen public trust in individuals holding public office. She said the proposed Bills represent an important initiative towards reinforcing accountability, transparency and constitutional morality in public life.
India’s democratic tradition will continue to grow stronger through continuous dialogue, deliberation and reform, she added.
