Jharkhand orders week-long service camps across all panchayats from 21 November

The Jharkhand government has ordered a fresh round of “Aapki Yojana–Aapki Sarkar–Aapke Dwar” service camps to be held across all districts from 21 to 28 November, directing officials to take essential services to every panchayat. The instruction, issued through a circular by Chief Secretary Abhinash Kumar on 20 November, asks the administration to run sector-wise camps and ensure that citizens receive certificates, approvals and welfare benefits at their doorstep.

The circular notes that the earlier phase of the programme, organised in the first week of November, saw strong participation from rural areas. Villagers were able to submit applications locally and receive benefits without travelling to block headquarters. Officials have now been told to repeat that model in a more structured way, covering caste, residential, income, birth and death certificates, new ration cards, mutation-related matters, land measurement, land possession certificates and applications under social security and pension schemes. Applications linked to services notified under the Jharkhand Right to Service Act, 2011 must also be accepted and processed.

The government has emphasised on-the-spot grievance redressal. Each camp will record complaints on the official portal and attempts will be made to resolve them the same day. If a matter cannot be settled immediately, it will be treated as a pending application under the Right to Service Act and tracked through a time-stamped software system. The Chief Secretary has told all departments and district administrations to provide strong leadership and ensure the drive runs smoothly.

District officials have begun preparing schedules and outreach plans, with instructions to hold at least one camp in every panchayat. Awareness activities, including public announcements and short films on government schemes, will be organised to increase participation. Pending applications from the previous round are also expected to be cleared during this phase.

The week-long exercise will be monitored at both district and state levels, and camps that are unable to dispose of applications will continue processing them until completion. After the 28 November deadline, districts will submit performance reports for review.
