BJP has alleged that tender scams and corruption continue unabated under the Hemant Soren government Part 2, pointing to a ₹50 crore scam in the Health Department’s manpower supply tender. BJP State Spokesperson Pratul Shah Deo claimed that the e-tender issued by the Office of the Civil Surgeon-cum-Chief Medical Officer, Ranchi, for nursing, paramedical, and technical staff, has been deliberately structured to prevent participation by local Jharkhand-based companies.
Pratul said the tender (No. 4374 dated September 20, 2025) sets conditions that effectively disqualify Jharkhand firms while benefiting a Bihar-based company that has previously been blacklisted. “The Chief Minister and Health Minister often speak about Adivasi, Moolvasi, and ‘Jharkhandiyat’, but this tender appears designed to award work to a blacklisted company from Bihar,” he said.
He highlighted that the eligibility criteria have been raised nearly fivefold compared to a similar tender issued in 2022. The security deposit, or EMD, has increased from ₹4 lakh to ₹15 lakh. The minimum value of a single work order has gone up from ₹3 crore to ₹15 crore. The requirement for the number of personnel in the ECR copy has increased from 300 to 1,500, and the average annual turnover over the last three financial years has jumped from ₹5 crore to ₹25 crore.
Pratul further revealed that the company being favoured has been debarred by a reputed Jharkhand university. Yet, the tender allows blacklisted firms to participate if they merely provide an undertaking. “It is now clear that the tender has been structured to exclude local companies and favour one specific Bihar-based firm. Once awarded, the company will quote arbitrary rates, and commissions will flow across the chain,” he said.
He added that the BJP will raise the matter with both the state government and the Anti-Corruption Bureau to ensure a full investigation into the alleged irregularities.
