Jharkhand emerges as ‘Top Achiever’ in business reform rankings

Jharkhand has been ranked among India’s Top Achievers in the Business Reform Action Plan (BRAP) survey conducted by the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India. The recognition marks a major milestone in the state’s efforts to simplify regulations, promote investment, and improve its business climate.

The award was received in New Delhi by Industry Secretary Arwa Rajkamal, Director of Industries Vishal Sagar, and JIADA Managing Director Varun Ranjan, who later called on Chief Minister Hemant Soren in Ranchi to apprise him of the achievement.

The Chief Minister congratulated the officials, calling the recognition a matter of pride for every Jharkhandi and a reflection of coordinated and result-driven governance. “This recognition is the outcome of our team’s sustained efforts to make Jharkhand a destination for transparent, accountable and progressive investment. It motivates us to do even better,” the Chief Minister said.

Officials said the recognition came for Jharkhand’s outstanding performance in key parameters such as business entry facilitation, construction permits, labour regulation, and service sector efficiency. These areas, considered the backbone of ease of doing business, were strengthened through digitisation of approvals, single-window systems, and simplified labour compliance frameworks.

For a state rich in minerals yet historically under-industrialised, the recognition arrives at a crucial moment. The government has been pitching Jharkhand as a manufacturing and investment hub across sectors including metallurgy, textiles, food processing, renewable energy, and logistics. The Top Achiever status, officials believe, will enhance investor confidence and strengthen the state’s credibility ahead of upcoming industrial summits and policy renewals.

The achievement also ties into Chief Minister Soren’s broader economic vision articulated in the Ulgulan 2050 roadmap, which aims to build a self-reliant and equitable Jharkhand. His government’s focus on industrial decentralisation, local employment, and rural-linked enterprise development reflects an approach of inclusive industrialisation. “Every department, every officer, and every stakeholder must see themselves as builders of a new Jharkhand,” he said, reiterating his commitment to sustainable growth.

The BRAP survey, part of the DPIIT’s Ease of Doing Business initiative, evaluates states on regulatory simplification, transparency, and efficiency. The assessment no longer ranks states but groups them into performance categories such as Top Achievers, Achievers, and Aspirers. Jharkhand’s inclusion among the top performers places it alongside Gujarat, Maharashtra, and Tamil Nadu, states known for established industrial ecosystems, indicating the state’s growing policy maturity and reform-driven administration.
