Jairam Ramesh blasts Bihar govt alleging ‘mega scam’, budget misuse ahead of elections

Congress leader Jairam Ramesh Sunday launched a blistering attack on the BJP-JD(U) government of Bihar, accusing it of systemic corruption, large-scale looting, and gross neglect that have crippled the state’s development and welfare over the past two decades.

In a post on social media platform X, Ramesh cited the 2025 Comptroller and Auditor General (CAG) report which revealed that out of Rs 70,877.61 crore spent by the Bihar government, nearly 49,649 Utilization Certificates remain unsubmitted, raising serious questions about the transparency and accountability of fund utilization.

“Nearly 9 crore people in Bihar survive on just Rs 67 per day. What has the BJP-JD(U) government done with Bihar’s budget over 20 years,” he asked. He branded the situation a “massive mega-scam,” highlighting unaccounted funds across vital sectors including Cooperation, Health, Social Welfare, Agriculture, Urban Development, Education, and Panchayati Raj.

The Congress leader pointed to glaring under-spending, stating, “Despite Rs 3,59,667 crore allocated over five years, significant portions remained unspent—35% in 2019-20, 31% in 2020-21, and 20% even in 2023-24.” He singled out flagship schemes like Sarva Shiksha Abhiyan, with nearly half its budget unused, and the Mid-Day Meal Scheme, where spending fell to as low as 32% last year.

“This failure to invest in children’s education and nutrition, farmers, women, and marginalized communities exposes the BJP-JD(U)’s anti-people governance,” Ramesh charged. “The people of Bihar will put an end to this era of loot, lies, and incompetence with their votes.”

He said the CAG report has also criticized the government for announcing ambitious schemes without ensuring their effective implementation, particularly those aimed at Dalits, backward classes, women, children, and minorities.

Ramesh’s sharp indictment intensifies concerns about governance and fiscal responsibility in Bihar as the state approaches a critical election. Voters are increasingly demanding transparency, accountability, and leadership that truly addresses their needs.
