India’s Permanent Representative to the United Nations in New York, Ambassador Parvathaneni Harish, delivered a sharp rebuttal during a UN Security Council open debate, directly responding to “baseless and unwarranted” remarks made by Pakistan. Harish said India was “compelled to respond” and sought to “set the facts straight” during the discussion on strengthening the UN-centred international system and upholding the UN Charter.
Harish stated that since Independence, India has faced repeated cross-border aggression from Pakistan, including territorial claims and military hostilities.
He said Pakistan’s actions, including “sustained sponsorship of cross-border terrorism”, amounted to violations of sovereignty and peaceful coexistence principles. He added that India has consistently dealt with a long-standing pattern of hostile conduct.

The Indian envoy referred to Pakistan’s doctrine of inflicting gradual harm through terrorism. He said this approach of “bleeding India by a thousand cuts” exposes contradictions in Pakistan’s stated commitment to the UN Charter and international norms.
Harish further stated that Pakistan’s alleged support for extremist and violent networks has continued since its formation, adding that such patterns are well-documented in the public domain. He said these developments include the promotion of religious extremism, violent radicalism, and sustained anti-India rhetoric.
Reiterating India’s position, Harish said the country retains the right to defend itself against cross-border terrorism. He also said Pakistan must accept consequences for continued support to terrorism, and called for a complete and irreversible end to such activities, framing it as essential for regional stability and adherence to international principles.
