How Assam Special Revision of electoral rolls is different from SIR

The Election Commission of India (ECI) on Monday mandated a ‘Special Revision’ of the electoral rolls in Assam, commencing November 18, 2025.

Making the announcement via a press release, the ECI said the process involves detailed door-to-door verification scheduled from November 22 to December 20, with the integrated draft electoral roll set to be published on December 27, followed by the final list on February 10, 2026.

“The Election Commission has ordered a Special Revision under Section 21 of the RP Act, 1950, w.r.t. 01.01.2026 as the qualifying date in Assam, starting from 18.11.2025…..There are special provisions for citizenship in the State of Assam. The verification of citizenship is already being done under the supervision of the Hon’ble Supreme Court and is in the final stages. Therefore, Special Revision (SR) is being ordered in place of Special Intensive Revision (SIR),” the ECI said.

This Special Revision is designed as an enhanced form of the annual special summary revision, positioned between it and the more comprehensive Special Intensive Revision (SIR). The qualifying date for this exercise is January 1, 2026, as per instructions issued to Assam’s Chief Electoral Officer.

A senior official explained that unlike regular revisions, this process replaces enumeration forms with verification of voters against pre-filled registers by booth-level officers. The goal is to correct inaccuracies in the electoral rolls by removing duplicate entries, dead voters, and individuals who have permanently relocated.

The Election Commission emphasized the importance of ensuring that all eligible voters are included without admitting ineligible names. This move follows last month’s directive for SIR in multiple states including Tamil Nadu, Kerala, and West Bengal—regions set to hold elections in 2026 alongside Assam.
