Govt introduces three key Bills in Lok Sabha; puts off MGNREGA overhaul amid opposition pushback

The Government on Monday introduced three important bills in the Lok Sabha, signaling a focused push on legal reform, higher education, and nuclear energy development.

The bills presented include the Repealing and Amending Bill, 2025; the Viksit Bharat Shiksha Adhishthan Bill, 2025; and the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Bill, 2025.

However, the government chose not to proceed with the “Viksit Bharat—Guarantee For Rozgar And Ajeevika Mission (Gramin)” Bill, 2025, a proposed legislation aimed at replacing the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005.

This move came amid strong resistance from opposition parties. Following the postponement, the House moved on to discuss and vote on the Supplementary Demands for Grants for the fiscal year 2025-2026.

Earlier in the day, the government had outlined a supplementary business agenda listing four bills for introduction, including the rural employment bill intended to revamp MGNREGA. The decision to withhold the rural employment bill at this stage highlights the political sensitivity and contentious debate surrounding reforms to this flagship social welfare scheme.

The three bills introduced are as follows:

The Repealing and Amending Bill, 2025: This bill seeks to repeal obsolete laws and amend others to simplify and modernize the legal framework, enhancing clarity and administrative efficiency.

The Viksit Bharat Shiksha Adhishthan Bill, 2025: Designed to empower universities and higher educational institutions, this bill proposes the establishment of an apex body to coordinate and set standards across higher education, research, and scientific institutions. It aims to promote excellence and autonomy through improved governance and accreditation systems.

The Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Bill, 2025: This legislation focuses on promoting the development and application of nuclear energy and ionising radiation in sectors such as healthcare, agriculture, industry, and environmental research. It also aims to establish a robust regulatory framework to ensure the safe, secure, and beneficial use of nuclear science and technology for public welfare.

The postponement of the rural employment bill reflects the government’s cautious approach in the face of opposition concerns, underscoring the challenges of reforming a vital social welfare program. The Lok Sabha is expected to revisit the “Viksit Bharat—Guarantee For Rozgar And Ajeevika Mission (Gramin)” Bill in subsequent sessions. Meanwhile, the introduction of the other three bills marks a significant advancement in the government’s legislative agenda.
