Flood drill on May 14, heat advisory in force: Haryana announces major preparedness measures

Finance Commissioner, Revenue and Disaster Management Department, Dr. Sumita Misra, provided a detailed update on Haryana’s preparedness for the upcoming monsoon and summer season, along with key governance reforms that are expected to be implemented in the coming days.

Dr. Sumita Misra was interacting with media persons after attending the 54th Foundation Day programme of the Institute for the Blind here on Tuesday.

Appreciating the institution’s efforts in providing education and vocational training to more than 150 specially-abled children, including a large number of girls, she stressed the importance of a supportive mindset in society, saying such initiatives are not only a noble service but also a collective responsibility.

Detailing disaster preparedness, Dr. Misra informed that Haryana will conduct a state-level, multi-phase flood mock drill on May 14 across 13 vulnerable districts in coordination with the National Disaster Management Authority (NDMA), as part of the annual State/UT Mock Exercise Calendar for 2026–27. The exercise will unfold in three stages, beginning with an Orientation and Coordination Conference on May 6 via video conferencing, followed by a Table Top Exercise on May 12 focusing on emergency response systems, communication protocols, and simulation scenarios, and culminating in a full-scale ground-level drill on May 14 involving all agencies, frontline responders, and public participation.

The districts includes—Gurugram, Ambala, Faridabad, Fatehabad, Kaithal, Karnal, Kurukshetra, Panchkula, Panipat, Palwal, Sirsa, Sonipat, and Yamunanagar—have been identified based on their proximity to rivers and canals and past vulnerability to floods. She said the exercise aims to strengthen inter-agency coordination, assess preparedness levels, and identify gaps in logistics and response mechanisms ahead of the monsoon.Keeping in view the hot weather condition in coming days, Dr. Misra said a comprehensive health advisory is already in force across all districts in view of rising temperatures and forecasts of above-normal heat.

All government health facilities, including hospitals, CHCs, and PHCs, have been directed to maintain adequate stocks of ORS, IV fluids, ice packs, and essential emergency equipment, while dedicated heatstroke management units are being set up at district-level institutions. Daily surveillance of heat-related illnesses is being centrally monitored, and the “Cool First, Transport Second” protocol has been implemented across ambulance services. She added that frontline healthcare workers are being trained to ensure rapid identification and management of heat-related cases, with special focus on vulnerable groups such as children, elderly persons, pregnant women, and outdoor workers.

Citizens have been advised to avoid exposure during peak hours, remain hydrated, and adopt preventive measures, while employers have been directed to ensure shaded rest areas, drinking water, and work breaks for labourers.Highlighting infrastructure upgrades, Dr. Misra said the state’s fire services are undergoing significant modernisation, with procurement of advanced fire fighting equipment worth over Rs. 400 crore currently underway. She noted that this initiative will enhance emergency response capacity, especially during the high-risk summer and monsoon periods. Regular fire safety audits, electrical inspections, and mock drills are also being conducted across healthcare institutions and public establishments.

On the revenue front, Dr. Misra outlined a series of digital governance initiatives aimed at improving transparency and efficiency in public service delivery. She announced that the upgraded Paperless Property Registration 2.0 system will be launched in May 2026, enabling end-to-end digital registration processes.
