The family of senior Haryana IPS officer Y Puran Kumar, who allegedly died by suicide at his Chandigarh residence on October 7, on Saturday alleged that his body was moved to the Post Graduate Institute of Medical Education and Research (PGIMER), here without their approval.
The officer’s body, earlier kept at the Government Multi Specialty Hospital in Sector 16, was moved to PGIMER on Saturday. However, Kumar’s family is yet to give consent for the autopsy, sources said.
Speaking to reporters in Chandigarh, AAP MLA from Bathinda Rural and Kumar’s brother-in-law, Amit Rattan alleged, “They have shifted the body without asking us. Injustice is being done with us. Five days have passed since a DGP-level officer died, but we have not got justice yet.” Rattan is the brother of the deceased officer’s wife, IAS officer Amneet P Kumar.
Y Puran Kumar, a 2001-batch IPS officer, allegedly died by suicide at his Sector 11 residence in Chandigarh. In his suicide note, he accused several senior IAS and police officers of “blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities.”
On Saturday, Chandigarh DGP Sagar Preet Hooda visited the residence of Amneet P Kumar and urged the family to allow the post-mortem to be conducted at the earliest.
“A board comprising a magistrate, forensic experts, and doctors has been constituted for the autopsy, which will be conducted at PGIMER,” Hooda said, adding that videography and photography of the process will also be done.
He, however, clarified that the post-mortem would only proceed after the family’s consent. “They have some grievances, which are being discussed,” Hooda said when asked why consent had not yet been given.
Addressing concerns about the investigation, Hooda said a Special Investigation Team (SIT) headed by an IG-rank officer has been formed to conduct a “prompt, impartial and thorough probe.” The six-member SIT, headed by IG Pushpendra Kumar, was constituted on Friday (October 10).
Following pressure from Kumar’s family, the Haryana government on Saturday transferred Rohtak SP Narendra Bijarniya, one of the officers named in Kumar’s note. According to an official order, IPS officer Surinder Singh Bhoria has been appointed as the new Rohtak SP, while Bijarniya’s new posting will be announced later.
Kumar’s widow, IAS officer Amneet P Kumar, has also written to Chandigarh SSP Kanwardeep Kaur, alleging that the FIR lodged after her husband’s death contained “incomplete information” and “diluted sections” of the SC/ST Act. The FIR, she said, should be amended to “accurately reflect the names of all the accused.”
Kumar, who was serving as Inspector General at the Police Training Centre (PTC), Rohtak, had named eight senior IPS officers including Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya, accusing them of harassment and humiliation.
IAS, IPS Associations react differently
The associations of Indian Administrative Service (IAS) and Indian Police Service (IPS) officers in Haryana have passed separate resolutions expressing “shock and grief” over the death of Kumar.
The Haryana IPS Officers Association, in its resolution expressed “deep shock and profound grief” over Kumar’s “untimely and unfortunate demise.” The association conveyed condolences to the bereaved family and said a delegation led by ADGP Hardeep Singh Doon met Amneet to offer support on behalf of the police fraternity.
The Haryana IAS Officers Association, while demanding a transparent and impartial probe into the circumstances leading to Kumar’s death, in its resolution recognised Kumar’s “integrity and unwavering commitment to public service” and urged the Haryana government and the Chandigarh administration to “address the issues raised” by Amneet P Kumar in her representations to the Chief Minister and the SHO, Sector 11 Police Station.
Citing the FIR (No. 319/2025) registered in Rohtak under Section 308(3) of the Bharatiya Nyaya Sanhita (BNS), the IAS association said the allegations mentioned therein “need to be thoroughly investigated in a fair, transparent and impartial manner.”
It also requested the government to provide “all possible protection, legal assistance, institutional support, and other necessary aid” to Amneet and her family.
Earlier, the Haryana Civil Services (HCS) Officers Association had also sided with Kumar’s family, demanding temporary removal of all officers named in the FIR. As the investigation proceeds, Kumar’s family continues to press for accountability and justice, maintaining that his death was the result of sustained institutional harassment rather than personal despair.
