ECI issues notices to voters who could not be mapped in 2003 SIR in UP

Uttar Pradesh Chief Electoral Officer( CEO) Navdeep Rinwa on Friday said that under the ongoing Special Summary Revision (SIR)-2026 in the state, after the publication of the draft electoral roll, the process of issuing notices has begun for those voters whose details, as per the enumeration forms, could not be mapped with the voter list of the previous SIR-2003.

Hearings on these notices are being conducted by all Electoral Registration Officers and Assistant Electoral Registration Officers across the state, as per the prescribed procedure.

The Chief Electoral Officer, in a statement here, said that in line with the Election Commission of India’s objective of “No voter left behind,” and under Rule 18 of the Electoral Registration Rules, 1960, to make the revision process simple, accessible, and inclusive, and to minimise inconvenience to voters, those who are unable to appear in person for the hearing are being exempted from personal appearance before the Electoral Registration Officers and Assistant Electoral Registration Officers. Such voters must authorise a person in writing, by signing or affixing their thumb impression, to represent them at the hearing.

He further informed that voters can also obtain information about the notice by logging in to the Election Commission of India website voters.eci.gov.in, and the facility to respond to the notice online is also available. In addition, notices are also being provided to voters by the Booth Level Officers (BLOs).

By logging in to the website and clicking on “Submit documents against notice issue” under SIR 2026, a box will open where the voter can type their Voter ID number to check if a notice has been issued. If a notice has been issued, a new page will open where the voter will have to fill in their EPIC number or notice number and upload the required documents.

He explained that voters born before July 1, 1987, only need to submit their own documents. Voters born between July 1, 1987, and December 2, 2004, must submit their own documents as well as those of either their father or mother. If the voter was born after December 2, 2004, they must submit documents for themselves, their mother, and their father.

He further stated that in response to the notice, the voter, either personally or through a representative, must provide one of the 13 documents as proof of their own, their father’s, and/or their mother’s date of birth and/or place of birth.
