Delhi govt notifies Winter Pollution Master Plan with WFH, construction curbs and stricter PUC rules


The Rekha Gupta-led Delhi government is working in mission mode to tackle the air pollution in the national capital.

Days after unveiling the new EV Policy 2026, the Delhi government on Wednesday notified a Winter Pollution Master Plan with stricter measures to tackle the air pollution.

According to a statement from the Chief Minister’s Office, permanent rules will remain in force from November 1 to February 28 under the Winter Pollution Master Plan.

Tightening the Winter Pollution Measures, the government has decided to ban fuel to vehicles without valid PUC. The rule will remain in force throughout the year.

Demolition and civil construction activities will remain suspended in Delhi from November 1 to January 31.

Moreover, 50 percent work from home for offices and double parking charges will also take effect from November 1.

Announcing the plan, Delhi CM Gupta asserted that keeping Delhi clean and healthy requires everyone’s participation.

This comes two days after CM Gupta announced the highly anticipated Delhi EV Policy 2026 to promote Zero Emission Vehicles.

The policy, which came into effect on July 1 and will remain in force till March 31, 2030, was approved by the Rekha Gupta-led Delhi Cabinet.

CM Gupta said that her government will invest nearly Rs 7,000 crore over the next four years to upgrade the infrastructure.

She also announced that tax waivers and incentives worth Rs 8,000 crore will be passed on to EV users.

Under the policy, electric cars priced up to Rs 30 lakh will be exempt from road tax and registration fees.

From January 1, 2027, only electric autorickshaws will be registered in Delhi, and petrol- and CNG-powered two-wheelers will be phased out from April 1, 2028.

Buyers of electric two-wheelers will receive subsidies of Rs 30,000, Rs 20,000 and Rs 10,000 in the first, second and third years, respectively.

To support the transition, the Delhi government will install around 32,000 charging points across the city.

A dedicated online portal will also be launched for applications related to EV incentives.
