Congress issues three-line Whip for April 16–18 Session amid key Bills debate

The Indian National Congress on Monday mandated the presence of all its Lok Sabha MPs in Parliament from April 16 to 18, issuing a stringent three-line whip to ensure unwavering support during a special session focused on key legislative matters.

The directive explicitly instructs members to remain in the House from 11:00 a.m. until adjournment on these days and to align fully with the party’s stance, highlighting the high stakes involved.

This move comes as Parliament prepares to deliberate on significant bills, including the Women’s Reservation Bill—linked to the Nari Shakti Vandan Adhiniyam—and the Delimitation Bill. Both are expected to provoke intense debate and crucial votes, making party unity and attendance essential.

A three-line whip represents the strongest enforcement mechanism in parliamentary procedure, compelling lawmakers to be present and vote according to the party’s position, with potential disciplinary consequences for defiance. The issuance of this whip underscores the Congress leadership’s recognition of the political and legislative significance of the upcoming session.

The decision follows discussions at the recent Congress Working Committee meeting, where senior leader Jairam Ramesh emphasised the party’s concerns regarding the timing, sequencing, and implementation of these legislations.

The Congress has sought greater clarity on delimitation and the timeline for implementing women’s reservation, stressing their far-reaching impact on political representation and the federal balance.

The Women’s Reservation Bill aims to reserve one-third of seats in the Lok Sabha and state assemblies for women,a long-standing demand that has gained renewed momentum.

However, the Congress and other opposition parties have raised concerns about its linkage to delimitation and census exercises, warning that delays could hinder its effective implementation.

Meanwhile, the Delimitation Bill, which proposes redrawing constituencies based on population data, has sparked debate over its potential to alter political representation among states, particularly in the context of demographic shifts across the country.

By enforcing the three-line whip, the Congress is signalling its commitment to maintaining discipline and maximising participation among its MPs during what promises to be a pivotal parliamentary session.
