Carney’s India visit: Modi’s political gains from diplomatic reset with Canada

Signalling a potential diplomatic thaw after years of strained relations, Canadian Prime Minister Mark Carney’s upcoming visit to India carries significant political implications for both him as well as Prime Minister Narendra Modi at home fronts. The trip, which marks a shift from the confrontational approach of former Canadian Prime Minister Justin Trudeau’s government by prioritising economic engagement over disputes such as allegations surrounding the killing of Khalistan supporter Hardeep Singh Nijjar, offers significant political advantages for PM Modi, on whose invitation Carney is visiting India from 27 February to 2 March.

Opposition parties have used the India–Canada differences to question the Modi government’s diplomatic and geopolitical management. Therefore, any improvement in ties will only benefit the BJP-led NDA. The saffron party is expected to present the diplomatic thaw as a vindication of PM Modi’s international relations approach—maintaining a firm India-centric approach, avoiding escalation and letting strategic and economic realities bring partners back to the negotiating table, as seen in previous cases, including with the United States. As Canada remains one of the favourite destinations for Indian migrants, economic engagement carries additional political significance.

According to an official statement, Carney’s first official visit to India will include discussions on ongoing cooperation in key areas such as trade and investment, energy, critical minerals, agriculture, education, research and innovation, and people-to-people ties. The two leaders are also expected to exchange views on regional and global developments. Modi and Carney will attend the India–Canada CEOs Forum scheduled later in the day, according to an official statement.

Focusing on quiet, economy-driven diplomacy, Carney’s India visit is bound to be contrasted with that of Trudeau’s, which was meant to be a diplomatic and economic engagement but was overshadowed by controversies around the Sikh diaspora, perceived support for separatists, and protocol gaffes.

Analysts add that the visit also signals Canada’s preference for discreet diplomatic management of concerns. “The emphasis is on cooperation and economic priorities. By avoiding sensitive issues such as Punjab, it sidesteps diaspora politics while reviving mechanisms such as the CEO dialogue,” they add.

Significantly, ahead of the trip, Canada reportedly softened its public stance, although some Sikh activists continue to cite safety concerns.

It is a reinforcement of his image as a strong, decisive leader on the global stage and bolsters his nationalist credentials at home. It supports the Prime Minister’s economic messaging, signalling stability to investors and middle-class voters amid global uncertainty and helps counter the opposition narrative that India’s international standing has suffered,” according to a BJP leader.
