In a major move to accelerate industrial development in Bihar, the state Cabinet has decided that approvals required for setting up new industries will be granted within 30 days. The decision was taken at a Cabinet meeting chaired by Chief Minister Samrat Choudhary on Tuesday.
The Cabinet approved enhanced powers for the State Investment Promotion Board (SIPB) Secretariat. Under the new arrangement, once the SIPB Secretariat recommends a proposal, the concerned department will be required to grant approval within 30 days. The provision will be legally binding, ensuring that investors do not face unnecessary delays or bureaucratic hurdles.
Samrat Choudhary said the process of setting up industries in Bihar is being made simpler and more investor-friendly. The government, he said, is committed to providing a transparent, efficient and time-bound approval system.
He further explained that if any department fails to take a decision within the stipulated period, the SIPB Secretariat will be empowered to issue a “deemed clearance” in the interest of investors. In such cases, the concerned department will be required to honour the approval and will not be able to reconsider or overturn it.
In a message posted on X, the Chief Minister said, “To provide better services to investors and simplify procedures, the State has strengthened its move towards a single-window system by authorising the State Investment Promotion Board (SIPB) Secretariat as the sole nodal agency. This arrangement will make coordination among different departments and the approval process faster, more transparent and time-bound.”
“This decision will not only encourage investment but will also accelerate the establishment of new industries, create employment opportunities and drive Bihar’s economic growth,” he added.
To make the new system more effective, the government has also decided to post officials from various technical and regulatory departments directly within the SIPB Secretariat. These officials will work under the administrative control of the Industrial Development Commissioner. The arrangement is expected to facilitate faster processing of approvals and decisions involving multiple departments through a single platform.
