Congress leader Rahul Gandhi on Tuesday met the family members of IPS officer Y Puran Kumar, who died by suicide on October 7, at their residence in Chandigarh. Speaking to reporters later, Gandhi called on the Prime Minister and the Haryana Chief Minister to fulfil their commitment to the family, allowing the late IPS officer’s funeral to take place.
Gandhi, the Leader of the Opposition in the Lok Sabha, visited Puran Kumar’s family to offer his condolences and express solidarity with the grieving family.
Puran Kumar, a 2010-batch IPS officer posted in Haryana, was found dead at his official residence in Sector 11, Chandigarh. It was reported that he had died by suicide using his service revolver. However, it later emerged that the IPS officer had allegedly left behind a suicide note in which he blamed 14 officials for mental harassment and caste-based discrimination.
Gandhi said the PM and the Haryana CM must act now as this discrimination and harassment is not just about one IPS officer but about all Dalit families.

There was systematic discrimination against the senior police officer to demoralise him and damage his career, Gandhi claimed.
“It is a tragedy. He was an IPS officer. Haryana CM assured the family that justice would be done, but three days have passed with no action. Y Puran Kumar has two daughters who have lost their father and are under immense pressure… It sends a wrong message to crores of Dalits that no matter how successful or intelligent you are, you can be suppressed. My message as LoP to the PM and Haryana CM: fulfil the commitment given to the daughters, allow the funeral, end this drama, and act against the officers exerting pressure on the family,” the Congress MP told the media.
Gandhi alleged that the Haryana CM has not fulfilled his commitment of free and fair inquiry into the serious matter.
“It’s a sensitive matter. He (the DGP who has been sent on leave) is a serving officer. We all know how pressure can be exerted on them. Action must be taken, and arrests should be made, as this case (against Y Puran Kumar) was falsely framed. The family wants dignity. They say he was disrespected and his career was targeted, but at least give him respect after his death. This is not just about one family, but about Dalits across the country. I want to tell the PM and Haryana CM: act now,” he stated.
It may be noted that two days after the incident, on October 9, Chandigarh Police filed an FIR in the case against all 14 individuals named in the alleged suicide note. Among the accused are Haryana Director General of Police (DGP) Shatrujit Kapoor, who has now been sent on leave by the government, and Rohtak Superintendent of Police (SP) Narendra Bijarnia. The FIR has been registered under Section 108 of the Indian Penal Code (abetment to suicide) and Sections 3(1)(r) and 3(5) of the SC/ST (Prevention of Atrocities) Act.
However, the family of the officer has not relented and expressed deep dissatisfaction with the probe. They have not yet given their consent for the post-mortem examination, citing lack of trust in both the Chandigarh Police and the Haryana government. Because of this, the officer’s funeral has not taken place yet and the body has remained in the mortuary.
