12 lakh voters removed, 19 lakh under scanner; polling stations increase in Uttarakhand after SIR

Around 12 lakh voters have been removed, while discrepancies have been detected in the records of another 19 lakh electors in Uttarakhand’s draft electoral roll published on Tuesday, according to information shared by the office of the state’s Chief Electoral Officer (CEO) in Dehradun.

The electorate has been reduced from more than 83 lakh to around 71 lakh in the post-Special Intensive Revision (SIR) draft electoral roll published by the Election Commission of India (ECI), while the number of polling stations has increased by nearly 800.

As announced earlier by Uttarakhand Chief Electoral Officer B.V.R.C. Purushottam, his office published the draft electoral roll on July 14 in compliance with the directives issued by the Election Commission of India following the completion of the first phase of the Special Intensive Revision (SIR) of the electoral roll in Uttarakhand.

Sharing the details, the state’s Additional Chief Electoral Officer (ACEO), Vijay Kumar Jogdande, said the post-SIR draft electoral roll included 71,33,785 electors, as against more than 83 lakh voters listed during the 2022 Assembly elections and the local body polls.

The deletion of voters’ names occurred mainly because of their absence from the registered addresses, migration, or death. They could not be traced despite repeated attempts by Booth Level Officers (BLOs).

The ACEO informed that various types of discrepancies have also been detected in the records of 19 lakh of the 71,33,785 electors included in the draft roll. According to him, Electoral Registration Officers (EROs) and Additional Electoral Registration Officers (AEROs) will issue notices to these electors to rectify the discrepancies in their records at camps to be set up by the ECI.

The camps will be organised at Nyaya Panchayats, municipal corporation campuses, Nagar Panchayats, municipal wards, and tehsil offices across rural and urban areas. Jogdande stressed that the ECI is still accepting claims and objections from electors.

The ACEO stated that the SIR in Uttarakhand was carried out with July 1, 2026, as the qualifying date. He said the distribution and digitisation of enumeration sheets were completed between June 8 and July 7.

Notably, despite the decline in the electorate, Uttarakhand will have 810 additional polling stations after the SIR, with the total increasing from 11,733 to 12,543.

The ACEO said the Commission has allowed the 19 lakh affected electors to file claims and objections between July 14 and August 13, 2026, using Forms 6, 7, and 8 prescribed by the ECI. He emphasised that the notice period and disposal of claims and objections will be completed between July 14 and September 11, before the publication of the final electoral roll on September 15.

The ACEO also announced that electors whose names are not included in the post-SIR electoral roll can apply offline for registration using Form 6 with the assistance of their respective BLOs. They can also apply online through the ECINet app. Similarly, requests for deletion of names or correction of electoral records can be submitted using Forms 7 and 8, respectively.
