Lok Sabha Speaker Om Birla on Thursday urged lawmakers to rise above personal and political interests and act with integrity to fulfil public aspirations, emphasizing that elected representatives must convert electoral mandates into concrete outcomes that strengthen democratic governance.
Inaugurating the First CPA India Region Zone VII Conference, Birla said legislators carry the responsibility of ensuring governance that is transparent, inclusive and responsive. “Upholding citizens’ trust requires vision, dedication and an unwavering commitment to public welfare—qualities essential for building a developed, equitable and self-reliant nation,” he said.
Stressing the importance of young leaders, Birla noted that they would play a defining role in achieving the vision of “Viksit Bharat” by 2047. “As emerging leaders, they are entrusted with driving innovative policies, promoting inclusive development and strengthening democratic institutions. Their energy and commitment can transform India into a prosperous and equitable nation,” he said.
Reflecting on the role of legislatures in nation-building, the Speaker highlighted the value of healthy competition among states in advancing governance and public welfare. He pointed out that parliamentary democracy remains globally respected, adding that the consistent rise in voter turnout since 1952 underscores the strength of India’s democratic system.
Birla also underlined the growing role of research, innovation and technology in governance, urging lawmakers to leverage tools such as artificial intelligence while remaining grounded in human sensitivity. “In an era of advanced technology, human sensitivity is equally essential. Legislators must engage closely with citizens and resolve their issues with empathy and goodwill,” he said, adding that a strong grasp of legislative procedures and active participation in debates help leaders stand out.
He further stressed that greater familiarity with legislative processes would enhance the quality of deliberations and lead to more effective policymaking.
Praising Goa’s cultural richness and tourism-driven economy, Birla lauded the Commonwealth Parliamentary Association Zone VII—comprising Maharashtra, Gujarat and Goa—for its role in promoting democratic excellence. He said cooperation and the exchange of best practices among states can help address challenges and unlock growth opportunities, particularly in coastal development.
Reiterating the importance of collaboration and innovation, Birla said robust legislative institutions would be key to realising the goal of a developed India by 2047.
The conference was attended by Rajya Sabha Deputy Chairman Harivansh, Goa Chief Minister Pramod Sawant, Maharashtra Legislative Council Chairperson Ram Shinde and Maharashtra Legislative Assembly Speaker Rahul Narvekar, among others.
Goa Legislative Assembly Speaker Ganesh Gaonkar delivered the welcome address, while Deputy Speaker Joshua D’Souza proposed the vote of thanks.
