Kolkata civic body launches application forms for safety audit of underconstruction structures

Amid the city-wide audit by the high level committee formed by the state government, property developers of under construction high-rise commercial and residential structures in Kolkata will now have to make an application to the civic body to enable the audit process.

The form requires the applicants to share the details of the project including address and technical details. The applicants would also have to share information about the site engineer, material supplier, sub contractors, empanelled structural reviewer and several such details.

The Kolkata Municipal Corporation on Monday uploaded the form on its website for the applicants.

“We already have the details of those applying for the sanctioned plans at each borough. To begin with the process immediately, we can start the audit by picking up a few cases” KMC administrator Smita Pandey said, adding, “The applicants can submit the filled up form at borough offices, various corporation offices or could even mail it to the KMC headquarters.”

Following the collapse of the underconstruction godown at Taratala, the state government announced a halt on the construction activities in various civic bodies including KMC till 31 July.

A high level committee comprising various departments has also been formed to conduct an audit of the underconstruction commercial and residential high rise buildings.

However, before the month-long audit, the committee has been given the responsibility of drafting standard operating procedures.

The SOPs cover two phases: first, the sanctioned plans and the related documents would be scrutinised while the second step would involve a physical inspection of the site.

The KMC administrator further shared that the civic body has formed 16 teams, one for each borough. Similar teams have been formed for other civic bodies as well. The 16 committees have kicked off their assigned work from Monday.

After submission of the form, the newly formed KMC teams would then visit the site and submit their reports based on the findings. The report would further be forwarded to the high level committee which would decide whether to give the go-ahead or not.

The civic body has also formed a technical sub-committee including the engineer-in-chief of the state Public Works Department as the head, and experts from RITES and IIT Kharagpur to oversee the technical aspects of the projects.

The audit team is responsible for inspecting the site and jot down their observations while the technical team including experts from RITES would examine the technical aspects. They would also check the observations made by the audit team and check whether those are in sync with the rules.

The municipal corporation has also sought support from the Confederation of Real Estate Developers’ Associations of India (CREDAI) for ensuring minimum facilities for the labourers. The civic body is learnt to have asked the real estate developers’ body to provide facilities of proper food, lodging or even enough remuneration.
