The BJP government has transferred 99 Block Development Officers (BDOs) across West Bengal, marking the first large-scale overhaul at the grassroots administrative level since assuming office in May.
The Personnel and Administrative Reforms Department has already issued a notification formalising the transfers.
Since the BJP government led by chief minister Suvendu Adhikari took charge in the second week of May, it has carried out a series of changes in the higher bureaucracy and the police administration.
The latest reshuffle extends the exercise to the block level, which forms the backbone of rural administration.
The move comes against the backdrop of a prolonged deadlock in several panchayats following the assembly elections.
Despite the change in government at the state level, most panchayats remain under the control of the Trinamool Congress on paper.
In many areas, pradhans and deputy pradhans have either resigned or gone into hiding, while complaints have surfaced that elected heads are absent from panchayat offices, bringing development work to a standstill.
Panchayat minister Dilip Ghosh has repeatedly alleged that the functioning of several panchayats has been severely affected due to the absence of elected office-bearers, delaying the implementation of development projects across rural Bengal.
To address the situation, the state government has already secured passage of an amendment bill in the Assembly to restructure the functioning of panchayats.
Under the proposed changes, pradhans will no longer act as the signatory authority for panchayat works. Instead, the responsibility will be vested in government officials.
Administrative sources said Block Development Officers will play a pivotal role in coordinating development activities at the gram panchayat and panchayat samiti levels once the amendment becomes law.
Effective coordination between BDOs and panchayat-level officials is expected to ensure that pending development projects are executed without administrative bottlenecks.
As part of the exercise, a batch of young officers from the 2018 to 2025 cadres has been posted as BDOs in different blocks across the state.
Officials believe the large-scale deployment is intended to accelerate development work that has remained stalled in villages since the change in government, making it one of the most significant administrative interventions by the Suvendu Adhikari government in rural West Bengal since taking office.
