The hotels and restaurants in Himachal Pradesh may soon be able to manufacture beer independently. The policy for establishment of micro brewery for beer manufacturing in hotels and restaurants independently was approved in the state cabinet meeting on Monday evening.

The policy for establishment of micro brewery for beer manufacturing in hotels and restaurants independently was approved in the state cabinet meeting on Monday evening. “The move is aimed at promoting tourism,” said an official spokesperson.

The cabinet, chaired by Chief Minister, Jai Ram Thakur, gave major relief to the wine producers in the HP by allowing them to sell their products directly to retailers and bars.

The cabinet substantially reduced various levies and relaxed transportation conditions, along with increasing the import duty on wines produced outside the state, in a bid to boost wine industry and horticulture sector in HP.

The spokesman said the excise policy for 2018-2019 approved by the cabinet lays emphasis on streamlining the supply of liquor from manufacturers to the wholesalers and to retailers.“The policy shall help the state earn revenue of approximately Rs 1552.88 Crore for 2018-19, an addition of Rs 271.33 Crore over the estimated revenue for the year 2017-18 with overall growth of 21.17 per cent,” he said.

In terms of Ease of Doing Business, the conditions for securing source license have been liberalised and numbers of excise levies have been reduced.In a relief to the retailers, the cabinet also relaxed the unlifted Minimum Guaranteed Quota for retailers.

The security amount fixed for the retailers at the time of allotment has been reduced from 18 per cent to 13 per cent. This shall ensure availability of sufficient working capital with retailers for investment in business. The cabinet has approved allotment of retail vends by a transparent draw of lots system this year with aim to achieve sustained growth.
