Himachal Pradesh Chief Minister Virbhadra Singh said engineers, especially civil engineers in public and private sector, should be trained in disaster management techniques so that comprehensive model could be executed and implemented in urban as well as rural areas.

“In addition, the knowledge and techniques for disaster management should be updated regularly,” he said while addressing a conclave on Implementation of Sendai Framework on disaster risk reduction in Shimla on Wednesday.

Singh said local communities at panchayat level in rural areas and at ward level in urban areas should be mobilised for dissemination of knowledge of possible disaster so that preparedness could be ensured in most of the areas especially thickly populated ones.

He expressed hope that the conclave will emerge as useful forum for exchange of ideas and experiences and great help in building systems for preventing, mitigating and managing the disaster.

“Himachal Pradesh being hilly state is prone to various disasters and apart from fire, floods, landslides is quite vulnerable to earthquake,” he said, adding the conclave would help in establishing multi-sectoral and multi disciplinary mechanism for building partnership with involvement of all stakeholders and create a culture of resilience in the state.

The chief minister said the government has initiated a process to review and update the HP Relief Manual in view of disaster relief guidelines. “State and district disaster management plans have been prepared in view of any possible disaster,” Singh added.
