Govt notifies transfer policy for Skill Dev Dept

Haryana government has notified transfer policy for field staff of Skill Development and Industrial Training (SDIT) Department which has been implemented from Sunday.

A spokesperson for Skill Development and Industrial Training Department said that all transfers and postings would be made online on the basis of the choices given by the employees.

The policy has been framed to deploy available staff in an optimum manner so that inter-alia, employees were evenly distributed across regions and institutions with special regard to the interest of trainees.

He said that new online policy of transfer would be applicable to the teaching cadre as well as ministerial cadre posts in the Department. Transfers would be done preferably in the month of July that is close of the academic session. No mid-term transfer would be done except for reasons to be recorded on file. Normal tenure of an employee at any place of posting would be five years, he added.The spokesperson further stated that decision about the opening of a new Industrial Training Institute (ITI) and addition or deletion of trades or redistribution or rationalization of instructional staff would be taken from 10 April to 30 April, every year. The transfer would be with effect from 1 August of the year.

Notification of actual and deemed vacancies would be done from 1 May to 30 May. Eligible instructors would submit their choice of institutes online from1 June to 15 June, every year. Draft list and points for claims and objections by staff would be displayed between 16 June and 30 June. Transfer orders would be issued online latest by 15 July every year.

Giving details about criteria for deciding the claims against vacancies, he said that decision of allotment to a vacancy would be based on the total score of points earned by the employee.

The employee earning highest points would be entitled to transfer against a particular vacancy.

Giving details about the division of points, he said that a maximum 20 points could be availed by categories like women, widow, differently abled persons, serious ailment and instructors showing improvement in result.

Five points each would be given to the female employee, widow, divorced, legally separated, unmarried female more than 40 years of age and wife of serving military personnel or paramilitary personal working outside the state and to a widowers (who has not remarried) and has one or more minor children or unmarried daughters. Seven points each would be given to war widows. Up to 20 points would be given to differently abled persons.

Instructor giving good result would also get upto five points, he added.

He said that every employee would be responsible for the accuracy and regular updating data on the portal in respect of his or her credentials. An option of anywhere in the state may also be given while submitting the request for transfer.
