Delhi Environment Department fast-tracks green industry approvals

Delhi Environment and Industries Minister Manjinder Singh Sirsa on Monday announced reforms to streamline the approval process for Green Category industries.

Beginning August 2025, applications for Consent to Operate (CTO) by eligible industries will be automatically deemed approved if no decision is made within 20 days — down from the current 120-day timeline, according to an official document.

Hailing the decision as a pro-people model of governance, Sirsa said, “This is a clear message to entrepreneurs and industry — Delhi is open for responsible business. This is the Delhi Model under our Hon’ble CM Smt Rekha Gupta: pro-people, pro-growth, and purpose-driven.”

The department stated that the policy change will benefit over 65 types of industries classified under the Green Category—typically non-polluting and low-risk sectors. These include apparel manufacturing (without dyeing or bleaching), aluminium and PVC product units, ayurvedic medicine production (without boilers), cold storage facilities, wooden and steel furniture making, confectionery units (with electric ovens), optical goods manufacturing, toy assembly units, soap and detergent production, battery container units, and cardboard and packaging manufacturers.

“Most of these sectors are driven by small and medium enterprises that will now be freed from regulatory gridlocks and empowered to operate under a trust-based, time-bound clearance system,” the Minister stated.

The move is part of Delhi’s Single Window Clearance initiative, aimed at removing redundant approvals and integrating services across departments to enable faster, paperless, and transparent processes for industries and entrepreneurs, stated the official document.
