To further improve health services and make human resource management more accountable and effective, Delhi Chief Minister Rekha Gupta recommended transferring doctors who have been posted in Tihar and Mandoli jails for a very long period.
CM Gupta said the recommendation to transfer these doctors sent to Lieutenant Governor Taranjit Singh Sandhu, aims to strengthen the administrative framework.
According to Gupta, the proposal includes transferring these 39 doctors serving in Tihar and Mandoli jails for five years or more; the list includes both specialist doctors and General Duty Medical Officers (GDMOs).
Available information indicates that several of these doctors have remained posted at the same location since 2014, with their tenure exceeding 11 years, officials said.
The proposal also includes deploying around 35 other doctors in their place; approximately 74 transfers have been proposed in total.
The CM believes that regular human resource management and periodic review of postings can improve efficiency in the healthcare sector. She emphasized that her government’s objective is to ensure better utilisation of available human resources and strengthen institutional capacity to benefit citizens.
She further said that, in the same spirit, a large-scale restructuring of human resources was recently carried out in the Central Procurement Agency (CPA) under the Health and Family Welfare Department.
As part of this exercise, more than 40 medical, paramedical and administrative officers and staff members were transferred. Experienced medical officers from various hospitals and healthcare institutions were also deployed to strengthen procurement, supply and administrative systems.
Gupta said that the government’s goal is to ensure the availability of the required human resources in every unit of the Health Department, and strengthen institutional capacity.
This is also being seen as a part of a broader process of administrative reform and human resource management.
