CAQM sets up permanent year-round stubble management cell in Mohali

To ensure effective stubble management in Punjab and Haryana—key contributors to winter air pollution in Delhi and surrounding areas—a dedicated cell has been established in SAS Nagar (Mohali), Punjab, following directions from the Commission for Air Quality Management (CAQM), officials from the pollution monitoring agency said on Tuesday.

The agency noted that this new cell will operate throughout the year and initiate early preparations for managing paddy stubble. Its responsibilities will include engaging with farmers and other stakeholders, overseeing effective paddy stubble management, and monitoring supply chain logistics to ensure the continuous and reliable delivery of paddy straw to various end-users.

According to officials, in addition to managing paddy stubble, the Cell will also coordinate and monitor air pollution control measures in identified Thermal Power Plants (TPPs), including the co-firing of biomass in these facilities. The Cell will also conduct inspections and monitor air quality-related issues across all sectors in NCR areas of Haryana located farther from Delhi.

The Cell has been set up at the Kisan Vikas Chamber, Kalkat Bhawan, SAS Nagar (Mohali), Punjab. The agency emphasized that this new permanent facility will play a crucial role in coordinating efforts with the Agriculture Departments of Haryana and Punjab, field enforcement teams, and Flying Squads, especially during the peak paddy harvesting and stubble burning season.

Previously, a temporary Paddy Stubble Management Cell (PSMC) had been operational in Chandigarh from October 1 to November 30, 2024, during the critical crop residue burning period. Recognizing that stubble management—particularly the ex-situ utilization of paddy straw—is a year-round requirement, CAQM had urged the Government of Punjab to provide the necessary infrastructure and logistical support for sustained planning, implementation, and monitoring.
