ITGOA urges Union Finance Minister to expedite DPC for ACIT promotions

The Income Tax Gazetted Officers’ Association (ITGOA) has written to the Union Finance Minister, seeking urgent intervention to ensure the timely convening of the Departmental Promotion Committee (DPC) for regular promotions to the post of Assistant Commissioner of Income Tax (ACIT) for the Vacancy Year 2024.

In its representation, the Association stated that the proposal for the DPC was forwarded to the Union Public Service Commission (UPSC) on September 12, 2025 and that all observations raised by the Commission were duly complied with. Despite the proposal being complete in all respects for a considerable period, the DPC has yet to be scheduled, raising concerns that promotions may not be finalized within the current calendar year.

The ITGOA highlighted that due to prolonged seniority-related litigation, ad-hoc promotions to the ACIT grade have continued since 2014, leading to stagnation and uncertainty in career progression for promoted officers. The delay, it noted, is now also affecting Direct Recruit IRS officers from the 2014 batch onwards, with potential implications for their future promotions.

Emphasizing the critical role played by officers at the Assistant, Deputy, and Joint Commissioner levels, the Association warned that continued delays could demoralize the cadre at a time when the Department faces major challenges, including implementation of a new Income Tax Act.

The ITGOA has appealed for swift intervention to facilitate the DPC and issue regular promotion orders within the year.
