Centre mandates all pan masala packs to display Retail Sale Price, regardless of size

The Centre on Wednesday announced that it will be mandatory for all pan masala packs, regardless of their size or weight, to display the Retail Sale Price (RSP) from 1 February 2026.

The Department of Consumer Affairs issued the Legal Metrology (Packaged Commodities) Second (Amendment) Rules, 2025, through G.S.R. 881(E), making it mandatory for all pan masala packs, regardless of their size or weight, to display the Retail Sale Price (RSP) along with all other declarations required under the Legal Metrology (Packaged Commodities) Rules, 2011.

The amended rules will come into effect from 1 February 2026, requiring manufacturers, packers, and importers of pan masala to ensure full compliance.

The notification has been issued by Anupam Mishra, Joint Secretary, Department of Consumer Affairs.

Under the new rules, even small packs of 10 grams or less, which were previously exempt, must now display the Retail Sale Price on their labels.

Additionally, all pan masala packages must carry every declaration mandated under the Legal Metrology (Packaged Commodities) Rules, 2011.

The earlier provision under Rule 26(a), which allowed smaller packs to avoid certain declarations, has been withdrawn, and a new proviso specific to pan masala has been inserted.

The amendment is expected to strengthen consumer protection by ensuring transparent pricing across all pack sizes. It aims to prevent misleading or deceptive pricing on smaller packs, allowing buyers to make better-informed purchasing decisions.

The move will also aid GST compliance, enabling proper tax assessment and revenue collection across all pan masala pack sizes, including the smallest units.

By standardising the display of RSP, the amendment facilitates seamless implementation of GST Council decisions and ensures effective revenue monitoring.
