West Bengal has fallen far behind in competition from companies from north India because the respective state governments created supportive policies, reasonable fees, and practical regulations, stated Homeopathic Manufacturers Association release.

They complained that the previous state government, without considering the market situation and without consulting the stake holders, framed new draconian excise rules. The notification was issued on 31 December, 2025, which the association received in March, 2026.

As a result, most of the manufacturers had already submitted their individual license renewal applications under the old, existing fee structure, which the excise department accepted. Now, they are being told to follow new rules with fees 27 times higher. This is not just impractical but also unfair and arbitrary, said the association members.

They are appealing to the Excise Commissioner, West Bengal, to allow automatic migration from M & TP Act/ Rules to Bengal Excise Act, 1909 for all existing license holders; Restore the earlier fee structure and wastage allowances; Withdraw the pass fee and reduce import permit fee and hold proper consultations with the industry before any further changes.
