Centre proposes linking all properties with PAN, Aadhaar by 14 August

In an effort to bring transparency in land records and property deals, the government on Monday proposed to link properties to PAN and Aadhaar by 14 August.

The government of India proposed to link all land records with the owners’ 12-digit Aadhaar number under the Digital India Land Records Modernisation Programme (DILRMP).

The Union government in a statement said that the property records from 1950 onwards should be linked to PAN and Aadhaar, and the properties which are not linked by 14 Augustwould be considered 'benami'.

The move to link properties to PAN comes three days after the government announced to make Aadhaar mandatory to open new bank account and for financial transactions of Rs. 50,000 and above.

The government believes that digitisation of land records and linking the same with Aadhaar will also be beneficial in terms of bank loan provisions and crop insurance for farmers across the country.

Earlier, the central government had written to all the state governments and the Union Territories, asking them to digitise ‘land records, mutation records, sale and purchase records from year 1950- of any immovable property (see section 2 of the Income Tax Act 1961 and subsequently amended) including land (agricultural and non-agricultural), houses (independent or Society) etc by 14 August 2017.”

Earlier, the government had also made Aadhaar compulsory for filing income tax returns.
